Expert for Conflict Sensitivity Analysis - Akkar
Background
Mada is seeking an Expert to conduct a Conflict Sensitivity Analysis in six villages in Akkar, considering the complex socio-economic and political landscape, and presence of various population groups and cohorts. This analysis will serve to inform a project to ensure Do No Harm and maximum impact.
Main Tasks and Responsibilities
- Propose a methodology for the analysis, including literature review, Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
- In collaboration with Mada MEAL manager, design and implement data collection tools, ensuring qualitative and quantitative insights aligning with Mada’s MEAL methodologies.
- Using the tools and methods agreed upon, conduct secondary and primary data collection for the following:
- Contextual Analysis: including (1) Sectarian/Political Mapping: (a) identify and analyse the dominant sects and political affiliations; (b) understand what factors influence local power dynamics, service provision and resource distribution. (2) Socio-Economic Assessment: (a) assess the economic vulnerabilities of different groups (refugees, women, etc.) within the villages; (b) identify potential sources of economic tension, such as jobs and/or services and resources. (3) Refugee-Host Community Relations: (a) analyse the dynamics between host communities and refugees; (b) identify potential sources of tension related to resources, access to services, and public health. (4) Environmental Context: (a) assess the current state of resource management; (b) identify how it is affecting the community, and how different groups are affected. (5) Gender Dynamics: (a) understand how conflict affect different genders in different ways; (b) to understand how gender roles, norms, and power imbalances contribute to and are affected by conflict.
- Stakeholder Analysis: to (1) Identify Key Actors: local municipalities, religious leaders, farmers, women's groups/cooperatives, youth groups, refugee leaders, and others. (2) Analyse Interests and Perceptions: understand the interests, concerns, and perceptions of stakeholders regarding resource usage; and identify potential areas of agreement and disagreement. (3) Power Dynamics: map power dynamics between different stakeholders; identify marginalized groups (unheard voices).
- Conduct a Conflict Mapping: to (1) Identify Potential Conflict Triggers - e.g., unequal access to resources and services; perceptions of unfair distribution of benefits; environmental concerns; tensions between refugee and host communities. (2) Analyse Conflict Dynamics: understand how these triggers could lead to conflict; identify potential pathways for conflict escalation but also resolution.
- Submit a final report, including the findings, a critical analysis, and recommendations to inform programming.

Qualifications and Skills Required
- Bachelor’s degree in Social Sciences or a related field; experience can make up for lack of relevant degree.
- Proven experience in similar missions, as well as MEAL, data collection, and analysis within humanitarian or development projects.
- Strong background in conflict sensitivity and resolution methodologies.
- Excellent analytical and reporting skills, including qualitative and quantitative data processing.
- Strong facilitation, communication, and leadership abilities.
- Knowledge of local socio-political dynamics in Akkar.
- Proficiency in Arabic and English (written and spoken).
- Computer skills: Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data analysis tools.
