Call for Mid-Term Evaluation – Consultant Terms of Reference (ToR)
The Rene Moawad Foundation is launching a call for Mid-Term Evaluation – Consultant for its project entitled "SADDER - Sustainable Agricultural Development to Diversify and Export Regionally" funded by the Kingdom of Netherlands.
GENERAL OBJECTIVE OF THE EVALUATION
Objective: To make an assessment, as systematic and objective as possible, of the above mentioned project, its design, implementation and results.
The aim is to determine the relevance and fulfillment of objectives, developmental efficiency, effectiveness, impact and sustainability. The evaluation should provide information that is credible and useful.
Principles underpinning the approach to the evaluation are:
Impartiality and independence of the evaluation process from the programming and implementation functions.
Credibility of the evaluation, through use of appropriately skilled and independent expert and the transparency of the evaluation process, including wide dissemination of results.
Usefulness of the evaluation findings and recommendations, through timely presentation of relevant, clear and concise information.
METHODOLOGY
Aspect of the perspective of the evaluation is the likelihood of reaching the project objectives.
Overall evaluation approach and data collection methods proposed:
Preparation phase: Secondary data review, briefing with RMF personnel at main office, briefing with the Dutch Embassy, writing an inception report for evaluation stating the sources of information, tools for collection. The methodological proposition of evaluation must allow a mutual understanding between the RMF teams and the consultant, regarding the objectives, scope, time and expected results of the evaluation.
Field phase: Meeting key stakeholders, especially beneficiaries and other relevant people using individual questionnaire and Focus Group Discussions.
Data Analysis and debriefing phase: The data collected will be analyzed and used in order to write the report of the Mid-term evaluation study. Evaluator to ensure that the evaluation reports meet the objectives as stated in those TOR, that all indicators data be presented and that clear answers to the evaluation questions appears in the report. The results and preliminary conclusions will be presented to the RMF team and the Dutch Embassy to discuss the results and the recommendations.
DURATION AND DATES
The duration of the assignment will be around 20 working days, and fixed after reviewing the timeframe and the methodology. This evaluation will begin in the Month of MAY 2025.
Timetable indicatively broken down as follow:
Preparation (preparation methodology, work plan, inception report) – 3 days
Briefings / Debriefings – 2 days
Field work – 8 days
Report writing & data analysis – 7 Days
Total: 20 Days
The final report has to be submitted by no latest than JUNE 15, 2025.
PROFILE OF THE CONSULTANT
Education: Advanced university degree in Agriculture or rural development or any other relevant discipline.
Technical capacity: the consultant(s) with practical experience in the following project fields.
Agriculture and rural development, and development of enterprise support institutions.
Value-chain assessment and development
Organizational capacity assessment
Minimum 3 years proven experience in development project evaluation and/or humanitarian programs implemented by international aid organizations
Fluent English and good writing skills (the report should be in English)
Demonstrated experience in dealing with the agricultural and business sectors in Lebanon.
To be open to the possibility of having an extra consultant expert on Agriculture on the project team. This consultant will be selected by the Dutch Embassy.

- An understanding of the issues at stake of the study and the Terms of Reference (ToR): development of problems and formulation of questions which the offer will aim to answer.
- Methodology and proposed tools
- The timetable showing the details for the completion of each of the evaluation phases. The proposed schedule should include time for briefing and debriefing on the mission.
A financial offer including of a detailed budget in columns (fees, other costs)

The final deadline for submission of proposals/tenders is by Friday, April 04, 2025 4:00pm (Beirut Time).

Following article 8.5 of the contribution agreement between EKN and RMF, the Embassy will select the evaluator.
