Terms of Reference (TOR) for Life Skills and High-Quality Employability
1. Background and Purpose
To ensure the sustainability of the project, it is crucial to strengthen the skills of staff at the targeted Social Development Centers (SDCs) and two local partners in providing Life Skills and High-Quality Employability services. This will enable them to reach a larger number of vulnerable young women and empower them to improve their employability prospects and overall well-being.
2. Objective
Secours Islamique France (SIF) is seeking the services of an external trainer/facilitator to provide training, support, and mentoring to SDC and partner staff through two specific training programs: Life Skills Training and High-Quality Employability Training. The training will take place in Beirut.
3. Scope of Work
The service provider shall conduct refresher training programs using a Training of Trainers (TOT) methodology. The training programs will cover the following:
3.1 Life Skills Training (TOT)
- Training Duration: Two full-day sessions
- Location: Beirut and Mount Lebanon (BML)
- Training Modality: A mix of coaching, mentoring, group work, and direct instruction
- Trainer Resourcing: A minimum of one dedicated trainer per training session
- Training Content:
- Leadership development
- Decision-making skills
- Effective communication (verbal, written, and listening)
- Skills for developing healthy relationships
- Positive self-awareness and core values such as self-confidence and respect for oneself and others
- Managing emotions and personal responsibility
- Conflict management and teamwork
- Creative and critical thinking
3.2 High-Quality Employability Training (TOT)
- Training Duration: Two full-day sessions
- Location: Beirut and Mount Lebanon (BML)
- Training Modality: A mix of coaching, mentoring, group work, and direct instruction
- Trainer Resourcing: A minimum of one dedicated trainer per training session
- Training Content:
- Leading and delivering career guidance programs
- Creating comprehensive and sustainable employment and skills development opportunities, with a focus on social inclusion
- Outreach strategies to engage vulnerable young women
- Job placement strategies and promoting employability
- Developing a holistic approach to employment and skills development
4. Deliverables and Outcomes
- Successful delivery of TOT sessions for both Life Skills and High-Quality Employability programs.
- Active participation from all trainees and provision of feedback to enhance the effectiveness of future sessions.
- Post-training follow-up support and mentoring for SDC staff to ensure sustainability and successful implementation of the learned skills.
- Provide the participants with the curriculum in Arabic Language
5. Qualifications of the Trainer
The trainer should possess the following qualifications:
- Proven experience in conducting Life Skills and Employability training programs, particularly for youth and women.
- Expertise in Time Management, Career Development, and Social Inclusion.
- Experience in working with vulnerable populations and the ability to adapt training materials to diverse backgrounds.
- Excellent communication skills and the ability to mentor and coach trainees effectively.
6. Evaluation
The training will be evaluated based on:
- The knowledge gained by participants as assessed through pre-and post-training tests or evaluations.
- The feedback from trainees on the relevance and effectiveness of the training content.
- The implementation of learned skills by participants in their respective roles within the SDCs and local partners.
7. Timeline
- Training Dates: To be agreed upon in consultation with SIF and the service provider mainly from 14 April till 17 April

- A technical proposal with:
- - Detailed description of the methodology to be implemented
- A financial offer including a budget with detailed sections of all expenses,
- An updated CV of the applicant coupled with the CVs of the other team members. Firms are expected to send their profiles with the CVs of the team members
- 3 most recent professional references close to the current consultancy
- A document presenting the legality of the consultant status
- An example of similar studies conducted in the past for other I/NGOs in a similar context
- References and the completion letters from the other organizations
Secours Islamique France (SIF) will consider both individual and team/Firm applications. TheTrainer(s) will be selected based on their relevant experience and expertise, rigor of their design, availability, and value for money
