Development and Implementation of the Citizen-Based Reporting web-based platform for Native and Invasive Marine Biodiversity in Lebanon
- I. PURPOSE:
The Lebanese Environment Forum (LEF), in partnership with the University of Balamand (UOB-IOE-MCR), and funded by the European Union, is leading a project with the specific objective: “The establishment of an effective MPAs network in Lebanon’s EEZ is enhanced for the protection of Lebanon’s coastal and marine biodiversity and ecosystems through a national non-state actors advocacy campaign supported by science-based evidence”. Under Output 2: involving and training non-state actors in the protection of coastal and marine biodiversity and ecosystems on the use of science and evidence for the establishment of an MPAs network, LEF aims at developing a citizen-based monitoring system (CBMS) for Native and Invasive Marine Biodiversity in Lebanon that optimally connects all involved parties and ensures quality of information (Submission, Sorting, Validation and Feedback). This system will depend on the local coastal communities, fishers, divers, and sea enthusiasts for information collection. Validated results will be used to introduce/adjust protection measures of marine resources, raise awareness and promote education on marine ecosystems.
- II. SCOPE OF WORK:
Under the direct supervision of the LEF supported technically by the MCR-IOE-UOB, the consultant will be responsible for undertaking the following tasks according to the “Citizen-Based Reporting Program for Native and Invasive Marine Biodiversity in Lebanon” (CBRP-L) produced by MCR-IOE-UOB
Platform Development:
Establish a system for data management according to the CBRP-L. sorting, validation, and storage. (Using the digitalized datasheet for the integrity of the data collected in the CBRP Report).
Design a user-friendly, bilingual (Arabic/English) web-based platform functional that can easily be linked to the project’s web-page including framework and tools according to the CBRP-L.
The platform should answer the Submission, Sorting, Validation and Feedback processes according to the CBRP-L.
Write the web-based platform in a language that allows integration of AI in the future.
Training and community engagement:
Develop training materials (tutorials, videos, Q&A).
Conduct training and outreach campaigns targeting marine enthusiasts and stakeholders.
Conduct training sessions for project team members on the application.
Reporting:
Generate reports, upon request, by the CBMS administrator for all periods since launching on the following:
Number of users
Number of uploads
Number of new species
Other variables based on discussions with the project team
Pilot testing, and deployment
Pilot test the CBMS in selected areas.
Improve the CBMS based on pilot testing and provide recommendations to enhance service delivery based on findings.
Conduct regular reviews and update the platform as needed.
- III. KEY DELIVERABLES/OUTPUTS
- Fully functional web-based platform with easy mobile accessibility.
- Operational data sorting, validation and feedback system.
- Final evaluation report with recommendations for upgrading the web-based platform based on future scenario building.
- Training materials on effectively utilizing the monitoring system (online tutorials, videos, and guides to teach participants about species identification, photography best practices, and the importance of data accuracy).
- Provision of the script, the source code and any other technical material that will allow future improvement to the web- based platform.
- IV. IMPLEMENTATION OF THE TASKS
The starting date for implementation will be the date of signature of the contract for a duration of 6 months (design, development, pilot testing, and deployment).
- V. REQUIRED QUALIFICATION AND SKILLS
- Web Developer with minimum 5 years’ experience in data visualization tools.
- Expertise in Communication, media, marketing and/or journalism or related fields.
- Experience working in the field of advertising, digital communication. Working with NGOs is a plus.
- Knowledge of the EU's Communication and Visibility Guidelines.
- Proficiency in data collection, management, and analysis.
- Proven ability to effectively engage with community members and stakeholders to gather accurate and meaningful data.
- Proven experience in designing and implementing monitoring and evaluation frameworks, especially in community-based settings.
- In-depth knowledge of the local socio-economic, cultural, and political context of Lebanese coastal communities to ensure the monitoring system is relevant and effective.
- Proven ability to train and build the capacity of stakeholders to participate in the CBMS.
- Proven record in Ethical Standards and Data Privacy Policies showing commitment to ethical standards and data privacy regulations.

- I. SELECTION
Documents required:
- Cover Letter outlining the interest in the project and a summary of qualifications.
- Portfolio including CV highlighting relevant experience and expertise in similar projects.
- Contact Information for previous clients who can provide testimonials about the service provider's work.
- Detailed Proposal describing the approach, methodology, and timeline for the project. (One year of maintenance is mandatory after launching. Additional years of maintenance will be positively assessed).
- Budget Breakdown in Euros outlining in detail the costs associated with the project. including personnel, materials, and other expenses.
Technical evaluation:
LEF will evaluate submissions based on their ability to deliver the best value for money while ensuring full compliance with the outlined requirements and specifications. The budget will be assessed with consideration given to platform development, community outreach, and operational costs.
Compliance & Documentation Review:
Shortlisted candidates will be required to provide additional supporting documents.
For individuals, this includes a financial number and registration document.
For companies, required documents include, but are not limited to, a commercial certificate of registration, tax identification number, and proof of address.
- II. SUBMISSION
Applications must be submitted in accordance with the instructions specified above. Incomplete applications or submissions lacking the required documentation will be deemed non-compliant and automatically disqualified from consideration

Any application sent after the deadline will automatically be rejected.
