LEB-2025-001 Solar Power Technical Consultant
As part of its WASH response in Lebanon, NCA Lebanon country office is planning to implement solar power projects. For this purpose, NCA is looking for a Solar Power Specialist who will work together with the NCA WASH team to prepare the project design, develop the bill of quantities (BoQs), support in the setting of the selection criteria for the bidders who will apply for the tender book for the procurement and construction of the solar system, and last but not least provide technical supervision of the implementation.
The objective of this consultancy is to support NCA in designing, procuring, and implementing solar power systems. The consultant will work closely with NCA technical team who will coordinate with stakeholders to ensure high-quality system design, compliance with regulations, and smooth execution.
The consultant will be responsible for:
A. Solar System Design
B. Preparation of Technical Documents
C. Procurement and Contractor Selection Support
D. Construction Supervision and Quality Control
E. System Commissioning and Handover
Expected Deliverables and Milestones
The selected consultant/s will be expected to submit the following documents in English:
- System design (days of work are based on the size of the system:<30kwp one day, >30kwp<100kwp two days, >100kwp 3 days): This will be done in close cooperation with NCA technical team and includes, design of the PV system and electrical installation pertaining to solar system.
- Technical document dossier for the procurement of the solar power systems (x1): This will be done in close cooperation with NCA technical team and includes, BoQs, technical specifications, evaluation criteria, drawings, and diagrams,
- Technical advice on the selection of the contractors (one or two days based on the size of bid): technical advice to the procurement committee based on the dossier and the submittal of the applying contractors.
- Basic supervision of the construction and implementation (x3): The consultant is to conduct 3 site visits and submit a site visit report for each within 2 working days.
- Handover of the site to the community/local stakeholder (x1): This will be done in full coordination with NCA WASH team, the contractor and the local community/stakeholders, aiming to ensure local capacity to run and maintain the system beyond the project lifetime.
All final versions of the above deliverables are subject to review and approval by NCA.
How to apply
Interested candidates shall complete and submit the following documents with their proposal:
- Annex 1: Request for Proposal (RFP) and Terms of Reference – signed and stamped by the candidate
- Annex 2: Proposal Submission Form duly completed, signed and stamped by the Candidate (mandatory).
- Annex 3: General Terms and Conditions for Service Contracts signed and stamped by the Candidate (mandatory).
- Annex 4: Code of Conduct for Contractors signed and stamped by the Candidate (mandatory).
- Annex 5: Vendor Bank Verification Template signed and stamped (mandatory).
- Letter from the bank for confirmation of the bank account. It should be issued in 2025.
- A copy of the owner passport / ID and/ or the lead consultant.
- CVs of the engineers that will be working on the project (if relevant for the company).
- Valid Membership in engineering syndicate (Electrical or Mechanical).
- Provide a minimum of 5 relevant references.
- Minimum 5 years of relevant experience.
- Provide 3 samples of previous work (BoQs, technical study, and reports), one is related to solar water pumping.
- Provide valid membership of LCEC List of Recommended Solar PV Companies in Lebanon.
Any Proposal that does not include the above requirements, may be led to an automatic disqualification from the procurement process.
The proposal and all correspondence and documents related to the Request for Proposal exchanged by the Candidate and the Contracting Authority must be written in the language of the procedure, which is English.
The Financial Proposal shall be presented as an amount in <USD> in the Proposal Submission Form in Annex 2. VAT and/or any sales tax applicable to the purchase of services shall be indicated separately in the proposal.
If the annexed documents are in PDF format, upon request, a complete copy of the above documents can be forwarded in a WORD format for electronic completion. It is forbidden to make alterations to the text.
