1- General Background:

With funding from the Spanish Cooperation Agency (AECID), the Movement for Peace in Lebanon (MPDL), and its partners the Lebanese Society for Studies and Training (LOST) and the Lebanese Union of People with Physical Disabilities (LUPD) are implementing a project: “Improve the resilience of refugee and host population with disabilities, prioritizing women in Lebanon” which focuses on... Improved resilience and protection of refugee and Lebanese PwDs, especially survivors of GBV.

The intervention aims to improve the resilience and protection of the most vulnerable persons with disabilities and their families, both refugees and host communities, with a special focus on women and girls who are survivor of GBV, in the face of the worsening humanitarian crisis in Lebanon. The program will provide unconditional cash distribution services.

A market analysis will be carried out in the Beqaa Valley, which will include a description of the area, an analysis of the current market, market demand and possible potential vocations. This study aims to find the intersection between market demands and available and possible vocational training, in order to establish expectations and plans for the training of people with disabilities, with a special focus on women. This activity aims to direct people with disabilities to the professions required by the labor market in the Bekaa, making it easier for them to find a job opportunity after completing the vocational training they will undergo.

2- Purpose of the consultancy:

The purpose of studying the labor market in the Bekaa can be summarized in the following points:

• Providing a feasibility study for employment and work with people with disabilities and refugees. Proving a strong business case for employing people with disabilities and refugees and working with them is one of the most important activities we can undertake in this project to lay the foundation for the integration of people with disabilities, especially women and refugees, into the labor market. However, evidence shows that employers may initially be reluctant to hire people with disabilities because they are unsure of the contributions that they can provide.
• Reconciling the work of people with disabilities with the needs of employers. And benefiting from the economic potential to integrate people with disabilities into the market employment, as the new labor supply provided by persons with disabilities must be proportional to employers’ demand for labor.
• Identifying future job opportunities that people with disabilities can contribute to revitalizing and achieving a financial return that covers their living needs and ensures an adequate standard of living for them and their families.

3- Tasks and responsibilities:

Market study is the process of systematically collecting, interpreting and analyzing data and information about the target market and its needs, and studying job opportunities in it. In addition to studying the future of professions and jobs, all using analytical methods and approaches.

This process also provides decision-makers with insights into market potential, which can be used in business planning, development of vocational programs for people with disabilities, and employment strategy. This type of research helps to comprehensively understand the future of jobs in the Bekaa, and increases the likelihood of success in integrating people with disabilities into the labor market, thanks to the data it provides for use in planning an effective training and employment strategy. To achieve this, the following steps must be followed:

• Collecting secondary studies, that is, studies that were previously carried out and establishing their results as hypotheses for the study.
• Collect primary data by developing a questionnaire through which employers can be reached and collect answers that will help in investigating the future of job opportunities for people with disabilities.
• Study jobs requested by employers by identifying and choosing an active job application platform
• A focused working group that brings together entrepreneurs and company owners with specialists in the affairs of persons with disabilities
• Analyze the results and draw recommendations

4- Outputs and deliverables:

The consultant will be required to:

• Submit a preliminary report describing how the results were achieved
• Provide a draft of the tools that will be adopted in collecting quantitative and qualitative data and the method of analyzing this data
• Develop a detailed work plan for specific activities with a timeline
• Determine what works and what doesn’t?
• Determine what skills are most important to find a job? Determine what skills appear to be most important for maintaining a job?
•  Identify education/training, career guidance, or job search programs that work well, and why do you think they do?
• Continuous communication with the project coordinator
• Prepare the final report and the recommendations it proposes with evidence thereof
• Prepare a detailed invoice with a financial number

5- Required qualifications:

• A consulting company registered in Lebanon with a proven track record of work with civil society organizations
• Proof of experience in the field of market study
• Company has a Fresh Dollar bank account

6-Payment:

• The amount is paid in two installments, the first upon signing the contract, and the second upon delivery according to the specified schedule.
