Tafaol Association, founded in 2018, is a non-profit organization advocating for the rights of refugees, stateless individuals, and marginalized populations. It has provided over 199,000 medical services to Syrian refugees and more than 90,000 to the host community, stateless individuals, and Palestine refugees. Through its HAQ Legal Center, Tafaol supports refugees with legal documentation and psycho-social assistance while also empowering over 2,000 youth through educational programs.

Tafaol Association is implementing a project to support PHCCs in affected areas, funded by France Expertise – Shabaki 2. We are seeking bids from qualified suppliers for the provision of 5 Liter Oxygen Concentrator enhance medical service delivery in underprivileged areas through support PHCC's.

• Oxygen concentration: ≥ 90% ± 3% at all flow rates
• Noise level: ≤ 50 dB for quiet operation
• Continuous operation capability

• Voltage: 220V/50Hz or 110V/60Hz (depending on availability)
• Energy-efficient consumption
• Built-in alarm for power failure

Safety & Monitoring Features:

• Low oxygen purity alarm
• High & low-pressure alarms
• Overheating protection system
• Built-in humidifier bottle holder

Portability & Design:

• Compact and easy to transport (integrated wheels and handle)
• Durable, medical-grade plastic or metal casing
• Easy-to-use control panel with LED or digital display

Quality Standards & Certifications:

• Compliant with ISO 13485 for medical devices
• Certified under CE or FDA medical equipment standards
• Meets WHO recommendations for oxygen therapy devices.

Submission Requirements

Interested suppliers must submit the following:

• Company registration documents.
• Detailed financial quotation (including delivery & packaging costs).
• Product datasheet and compliance certificates.
• Passport copy of the company owner.

Quote Validity Period: Minimum 6 months from the last date specified for receipt of quotes.

Evaluation and Selection criteria will be divided as follows:

• Technical Evaluation – 60%

2. Company Official Documents (10%)

• Financial Evaluation – 40%

1. Cost-effectiveness of the proposal

All work should be delivered within one week of agreement signature.
