Request for Expression of Interest For Potential Sub-partners to Implement Youth and CP Program Activities

Introduction and Background

Building Resilient and Vibrant Environments (BRAVE) is a one-year project to be implemented by ARCPA/ AL-JANA and under a support from UNICEF. BRAVE will operate across Lebanon, including Palestinian refugee camps and gatherings and providing holistic interventions targeting Palestinian children, adolescents, youth, caregivers, and the wider community suffering from marginalization irrespective of their place of residence. The project may encompass one or two main domains: (a) Youth Support and (b) Child Protection.

  1. Lot 1: the Youth Support Program includes capacity-building activities that aim at enhancing youth technical and soft skills as well as increasing their chances of employment with a focus on technology and other contemporary issues.
  2. Lot 2: the Child Protection Program includes services related to mental health, psychosocial support (PSS), gender-based violence prevention, and other intervention services within the scope of Child Protection (CP).

To help it expand its reach, ARCPA is seeking to partner with eligible and interested NGOs and CSOs to implement activities across the different Palestinian camps and gatherings in Lebanon under one or both of the above-mentioned programs. Implementation will begin upon approval of the application.

 General Requirements for Eligibility

Mandatory Criteria

  1. Be legally registered with a valid bank account under the name of the organization. (Please attach the registration papers and the bank account details)
  2. Be a non-partisan entity.
  3. Have an annual budget of more than 75,000 USD. (Please attach the supporting documents and mention the systems in place such as the financial system, procurement, human resources, etc.)
  4. Have a center(s) in a Palestinian refugee camp(s) or major gathering(s) in Lebanon. The center should pertain to the organization as the project should not be implemented in other centers. (Please add details on the available center(s), year of establishment, and services provided)

Any applicant who misses one or more of the above mandatory criteria will be automatically disqualified and the application will not be considered.

 

Additional Notes:

  • The grant offered per NGO will vary depending on the program(s) that the applicant is interested in implementing and the activities to be implemented under each program.
  • The project is expected to start in July 2025 and will be implemented for a maximum duration of one year.
  • The NGO must contribute by 15% of the total amount of the proposed project.

Interested NGOs can apply to one or more activities as shown under the Project’s Purpose and Activities section.

 

Requirements for Lot 1 – Youth Support Program

Project Purpose and Activities

The Youth Support Program focuses on behavioral changes to promote the livelihood and well-being of marginalized communities and ensure a more sustainable impact. It aims to ensure that Palestinian youth, including young people with disabilities, have increased access to skills needed for learning, personal empowerment, and employability programs through the implementation of the following interventions in collaboration with ARCPA/AL-JANA:

  • Engage youth and adolescents through outreach activities.
  • Provide male and female youth with capacity building on life skills, entrepreneurship skills, and financial literacy with a focus on employability enhancement.
  • Provide interactive transferable skills through technology-based workshops such as robotics, app development, web development, media, and content creation, online marketing and/or coding, and the internet of things.
  • Provide vocational training to youth in fields that require hands-on skills such as, but not limited to, maintenance of mobile phones, handicrafts, recycling, urban and organic agriculture, photography, and technology-based training among others.
  • Provide opportunities for internships for youth and adolescents.
  • Support the implementation of youth initiatives with a focus on employability.
  • Support youth/ small businesses with kits that they can use to either start up their own business or boost/ upgrade their existing one.
  • Provide a space for youth to enhance their innovation and support them to implement their innovative ideas.

 

Sub-Partner Criteria

  1. Have 2+ years of demonstrated experience delivering youth activities of different age groups.
  2. Have a suitable center to effectively provide services to youth of different age groups. (Please mention the number of rooms, size of rooms, quality of rooms, adequacy in terms of lighting, ventilation, safety, etc.)
  3. Have equipment and furniture that are sufficient to provide the service properly. (Please mention the number of tables, desks, screen projectors, etc.)
  4. Have at least two professional team members who are experienced in facilitating and delivering youth activities. (Please provide details including years of experience and attended certified workshops)
  5. Have 3+ years of experience in supporting community events/initiatives.
  6. Have an agreement with a certified vocational training institution or be able to sign an agreement for certified TVET workshops.
  7. Have one professional team member who is experienced in delivering digital skills training (such as Robotics, App Development, Web Development) is a plus. (Please provide years of experience, and certified workshops and training)
  8. Have clear organizational policies. (e.g.: PSEA, Code of Conduct, Safeguarding Policy, Accountability to Affected Population, HR recruitment policy, Conflict of interest Policy, etc.)
  9. Have experience in working with international donors. (Please provide the name of international donors, years, and implemented projects)
  10.  ARCPA is applying as the lead partner for the Youth Support Program. Sub-partners submitting applications must commit to applying under a single lead applicant

 

Requirements for Lot 2 – Child Protection Program

Project Purpose and Activities

The Child Protection Program focuses on training, monitoring, and providing technical support for the proper implementation of Child Safeguarding policies and the contextualization of Child Protection minimum standards. Children will be addressed with focused and interactive activities including music and arts as well as other tools for stress relief and expression that provide protection and PSS to promote their well-being. In addition, caregivers will be provided with positive parenting skills and parenting support groups. Referrals will be provided when required. These objectives are to be reached through the implementation of the following interventions in collaboration with ARCPA/AL-JANA:

  • Engage children, adolescents, and caregivers through outreach activities.
  • Provide children and adolescents, aged from 6 to 17 years old, with psychosocial support activities that enhance their social and emotional competency and coping skills using internationally recognized manuals.
  • Provide focused and specialized MHPSS and allied health services for children and adolescents experiencing developmental and psychosocial difficulties that warrant further support.
  • Provide specialized Mental Health and Psychosocial Support (MHPSS) for the community with the presence of specialized psychologists.
  • Provide positive parenting skills for male and female caregivers.
  • Implement Social and Behavioral Change initiatives and activities that address the topic of CP, justice, and Gender Based Violence (GBV).
  • Help individuals with mental health and psychosocial needs to receive coordinated and effective care that addresses their unique needs and promotes recovery and well-being. This is implemented through established referral pathways and linkages with other service providers, including mental health and primary care providers.
  • Develop individualized service plans for specific cases and provide ongoing support and monitoring.

 

Sub-Partner Criteria

  1. Have at least 2 years of experience working with children, adolescents, youth, and caregivers; and delivering CP activities.
  2. Have a suitable center to provide services to children, adolescents, and caregivers of different age groups effectively. (Please mention the number of rooms, size of rooms, quality of rooms, adequacy in terms of lighting, ventilation, safety, etc.)
  3. Have equipment and furniture that are efficient to provide the service properly. (Please mention the number of tables, desks, tools for recreational activities, etc.)
  4. Have a professional team that is experienced in facilitating and delivering Child Protection (CP) activities. (Please provide years of experience, and certified workshops and training)
  5. Have at least one professional team member who is experienced in delivering positive parenting activities. (Please provide years of experience, and certified workshops and training)
  6. Have a professional team member who is experienced in social work. (Please provide years of experience, and certified workshops and training)
  7. Have demonstrated experience in case management and/or referrals.
  8. Have demonstrated experience in providing specialized MHPSS.
  9. Have clear organizational policies. (e.g: PSEA, Code of Conduct, Safeguarding Policy, child protection policy Accountability to Affected Population, HR recruitment policy including checking the history of engagement in child abuse, Conflict of interest Policy, etc.)
  10. Have experience in working with international donors. (Please provide names of international donors, years, and implemented projects)
