Call for Proposals/Partnership(s) for the Supporting People with Disabilities living in the Palestinian Refugee Camps in Lebanon

The purpose of the call is to have a pool of local NGOs interested in partnering with MAP in disability programing, in line with the project outlined in annex 1   and including the components detailed below to achieve common goals and objectives. Local partner(s) will manage and run the daily operations and activities under MAP’s overall guidance and supervision. MAP also provides capacity strengthening support to its partners.

Eligible local organizations who have the capacity and resources to deliver the program activities described below and in Annex 1 are invited to submit proposals.

About MAP

MAP is a UK-based charity, registered with the UK Charity Commission. It was established over 30 years ago and works for the health and dignity of Palestinians living in occupied Palestine and in Lebanon’s refugee camps and gatherings.

MAP is committed to impartial, independent and needs-based humanitarian and development support which respects the capacities of communities. Our partnership approach is based on transparency, mutual respect and accountability to partners and the communities we work with.

1.General overview about the Program services

Please see the attached Annex1: Programme Description Document

2. Beneficiaries:

Underserved people with disabilities living within the targeted Palestinian camps and gatherings.

3.Geographic scope

Palestinian camps and surrounding gatherings in Lebanon (the proposed project can cover all camps, but it is not a requirement. Projects serving one or some camps will still be considered)

4. Prospective partners:

Local Non-Governmental Organizations (NGOs) / Community Based Organizations (CBOs) working in the Palestinian camps and gatherings.

5.Required qualifications, and eligibility of the prospective partner(s):

5.1. The program services are delivered inside Palestinian refugee camps and gatherings. This partnership call is only open for local NGOs/CBOs who are registered and eligible to work in Lebanon according to Lebanese laws, are active inside the Palestinian camps and/or gatherings, have good experience running similar disability programs in the Palestinian camps/gatherings, and regardless of if they have partnered with MAP in the previously or not.

Non-registered grassroots groups who are active and who have the needed capacity, skills, and unique or complementary services and resources that contribute to the achievement of the project’s activities and goals are encouraged to partner with a registered local NGO/CBO in their area who is applying for this call.

Eligibility through this call for proposals does not guarantee funding or partnership; however, eligible applicant local NGOs/CBOs will be included in MAP’s roster for future partnerships in calls and opportunities.

5.2. Interested applicant local NGOs/CBOs are encouraged to submit their proposal according to locations and service domains - which the applicant local NGO/CBO is more specialized in and have the required infrastructure, technical expertise, and expert staff. Applicants are expected to justify the need for their proposed intervention in the chosen location.

5.3. Applicant local NGOs/CBOs have at least five years of experience in planning and implementing proposed services, and have evidence of technical expertise, capacity, and supervision in place.

5.4. Applicant local NGOs/CBOs have at least five years’ experience working in Palestinian camps and/or gatherings

5.5. Applicant local NGOs/CBOs must have exiting physical center(s) in the proposed locations.

5.6. Applicant local NGOs/CBOs are expected to have policies and procedures which reflect good governance practices, promote culture and values of do no harm, safeguarding, disability inclusion, protection, women’ and girls’ rights, gender equality principles, neutral, and impartiality. Local NGO/CBO should have a good reputation in areas of operations and have transparent recruitment policy and procedures in line with standards that provide equal recruitment opportunities. The prospective partner(s) will undergo a full Due Diligence process and will be required to provide supporting documents before the signing a partnership agreement, if selected.

5.7. Applicant local NGOs/CBOs will be requested to have a separate bank account for the project. Applicants are requested to fill the Application Form and Budget template and indicate the total amount as well as their contribution. Please note that the submitted budget, activities, and targets will be subject to changes and will be revised as per the program formulation process and approval.

5.8. If clarifications are needed, MAP might ask for a meeting or to visit a center.

Coordination: Applicants should demonstrate coordination with other stakeholders in their locations to ensure complementarity and no duplication of services. Cross-sector coordination and referral is encouraged to promote comprehensive access to services. Partners should be able to regularly coordinate with other selected partners for this disability programme supported by MAP if multiple partners were selected.

Emergency: Applicants should present a tentative plan related to their proposed way of work to ensure no disruption of services for people with disabilities in emergencies (e.g. war, conflict, pandemic/disease outbreak, etc.).

Disability: Applicant local NGO/CBO should provide an explanation of the intervention methodology and approach used in assessment, follow-up, monitoring progress, enrollment criteria, referral system, technical capacity of the team, tools used, etc.

Safeguarding

Zero tolerance against Child abuse and Sexual Exploitation and Abuse. Applicant Local NGOs/CBOs are expected to provide evidence of the development of, or proof of presence of an existing functional Safeguarding Policy and Code of Conduct in place, which their staff are well-aware of, and their operations and programmes abide by.  Applicant local NGOs/CBOs will be asked to provide an overview of safeguarding work, e.g., safeguarding capacity building delivered to their staff, policy review frequency; how the beneficiaries have been made aware of safeguarding policy and complaint mechanisms, etc.

Capacity Strengthening: Selected organizations will be required to agree a capacity building plan with MAP to identify areas where MAP can support the technical, organizational and/or professional capacity of the NGO/CBO.

6. Proposal evaluation

Proposals will be evaluated looking at multiple factors including an organization’s eligibility/ registration in country; the organization’s financial stability and internal controls and governance; the organizations capacity to deliver the proposed intervention ( staffing, technical expertise, project management capacity, etc.); proposal strength; project technical and financial evaluation; intervention methodology/approach and coherence; alignment with our priorities; safeguarding capacity; previous experience in the area of intervention and delivering similar activities; geographic locations/coverage; target beneficiary group; service cost/budget.

Applicant Local NGOs/CBOs are invited to submit documents by email to hiba.aboalardat@map-uk.org.  Please use the following subject: “Submission of project proposal”– adding “Name of the Applicant”, attaching the requested templates and any supporting documents. No need for submission of hard copies.

The proposal must be submitted no later than March 12, 2025, 18:00 Lebanon time, a confirmation of receipt email will be sent to you within one working day.  Incomplete proposals will not be considered.

Clarifications and questions can only be asked by email to hiba.aboalardat@map-uk.org before February 26, 2025, and all questions and answers will be shared by March 4, 2025.

The panel will review applications and produce recommendations. Feedback related to the application outcome will be sent upon confirmation of funds and completion of due diligence.
