Call for Individual Consultant - Expert in Public Financial Management
I. Scope of Work
The overall outcome of this project is to improve and raise the awareness of local authorities on fiscal transparency and participatory budgeting and equip them with the knowledge and know-how to put in place more transparent practices, ultimately paving the way for citizen participation and better accountability.
The activities under these TORs include:
· Developing a training module on Municipal Public Finance, fiscal transparency, participatory budgeting, and include a sub-module on project design and costing.
· Delivering training sessions on the above topics in selected municipalities across Lebanon.
· Drafting an assessment framework and methodology to evaluate the initiatives that will be proposed by municipalities, take part in the assessment exercise and select the initiatives that will be implemented.
· Providing coaching sessions to support the implementation of the fiscal transparency or participatory initiatives that will be implemented in selected municipalities
II. Expected Deliverables :
1. A set of training materials covering public finance and fiscal transparency for municipalities including PowerPoint presentations, exercises and readings.
2. The delivery of at least three training sessions related to the above topics to municipalities across Lebanon.
3. An assessment guide and template.
4. The assessment report includes a justification of the results and selection of the initiatives. Eight coaching visits and post-visit reports.
III. Qualifications Education:
· A university degree in economics, public administration, and/or equivalent professional certifications.
IV. Experience:
· Thorough understanding of the rules and legislation governing municipal work in Lebanon.
· Familiarity with municipal challenges.
· Demonstrated track record in capacity building projects and training delivery to various audiences.
· A minimum of 10 years’ experience in creating training material/ curricula based on adult-learning techniques.
· Thorough knowledge of Public Finance systems and practices in general with focus on fiscal transparency, budgeting and administrative processes in the public sector etc.
· Prior experience in conducting assessments in the field of public finance or the monitoring and evaluation of PFM processes or projects.
· Good command of information technology tools.
· Fluency in written and spoken Arabic. Good command of English and/or French is preferable.
· Experience with International Organization is a plus.
V. Indicative timeline
The assignment will take place between February and September 2025, for a total number of working days estimated to be 18.
