Scope of responsibility:

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge MSF protocols, values, and universal hygiene standards to improve the patients/beneficiaries’ health conditions.

Function responsibilities include:

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
• Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations, and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection, and sterilization of the medical material.
•  Assure general compliance with standing hygiene standards.
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitors the proper functioning of the department, equipment, or material.
• Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care.
• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are always followed and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing, and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Specific Accountabilities

• Carry out medical consultations to diagnose patients' pathologies.
• Identify patients who need specific follow-up or referral for specialist care and refer them to the primary health care centres (PHCs) or hospitals identified for referral according to the pathway.
• Carry out physical examinations and basic check-ups (blood glucose and others) as required.
• Prescribe appropriate drugs according to the diagnosis, considering drugs on the standard mobile medical units (MMUs) drug list.
• Educate patients and their families on the use of prescribed medicines.
• Ensure that patients requiring initial doses are administered on site and provide urgent care if necessary.
• Provide advice on hygiene, nutrition, and preventive health practices.
• Inform patients about the prevention of certain communicable diseases (cholera, measles) with epidemiological potential in the area.
• Work closely with the mental health team to organise follow-up (management, referral) of patients requiring mental health (MH) Gap treatment.
• Educate patients about vaccines and preventive treatments.
• Work closely with nurses and other members of the MMUs team to manage patients.
• Ensure good communication for case follow-up and the forwarding of important medical information.
• Check the availability of medicines and medical equipment needed for consultations before leaving for the field.
• Adapt resource management to the influx of patients and the specific needs of people living in communities and shelters.
• Draw up consultation reports and activity reports for the MMUs.
• Provide statistics and analysis to improve understanding of the health needs of the population by ensuring that data is correctly recorded in KOBO for MSF and MERA for ministry of public health (MoPH).
• Adapt medical practices to take into account cultural beliefs and local practices.

Requirements

Education          

Essential: Diploma of Medicine from a recognized university.

Essential: Ministry of public health practice license as doctor in Lebanon.

Essential: Certificate of registration at the Lebanese order of physicians-LOP.

Experience          

Essential: 2 years of clinical working experience as a medical doctor in pediatric department, public health, accident & emergency, infectious diseases, NCD, or general practice.

Languages         

Essential: Full professional proficiency using the Arabic Language.

Essential: Limited to full professional proficiency using the English language.

Desirable: Elementary to limited professional proficiency using the French Language.

Knowledge        

Essential: Intermediate to Advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
