Background
JRS was founded in November 1980 by Fr Pedro Arrupe SJ, the then Superior General of the Society of Jesus, to respond to the plight of Vietnamese refugees fleeing their war-ravaged homeland.Nearly 20 years after our founding, JRS was officially registered as a foundation of the Vatican City State on 19 March 2000.
Our work in Lebanon
Lebanon grapples with alarming levels of food insecurity, a healthcare system in decline, and a failing education system. The escalating inflation, combined with limited access to essential services, compounds the crisis, adversely impacting more vulnerable individuals each day. The enduring economic downturn further strains the resilience of both Lebanese and refugees, casting a shadow over their ability to weather these challenging times. Moreover, the recent attacks in the country have forced hundreds of thousands of people to flee their homes.
As part of the Migrant project, with a focus vulnerable migrant workers and minority refugees, JRS aims to:
- Better understand their rights and know how to access these practically.
- Improve the understanding and recognition of protection and legal gaps faced by the above-mentioned targeted groups. To achieve these and related aims, JRS – Migrant project requires legal advice and assistance providing legal consultancy on related issues.
Legal work covered
- All work undertaken by the Legal Consultant will be done in good faith and they will use all reasonable efforts to ensure sound work of the highest standards.
- Prior to any work being undertaken, the Parties will cooperate with each other to identify and agree on the work.
- Prior to any legal case being undertaken by the Legal Consultant regarding any of the beneficiaries, JRS must give written agreement (in the form prepared by JRS), including written agreement of this scope of the work as follows:
Scope of work
- Presence in JRS Migrant Center or any other place agreed on as well for two days per week. The two days will be agreed upon by both Parties prior to any work being undertaken.
- Provide beneficiaries of JRS with legal information and counselling on legal queries including HLP rights, legal status, legal documentation, employment rights, educational rights and access, and related issues in Lebanon.
- Provide JRS beneficiaries with legal advice, opinion, analysis and so on regarding Lebanese legal issues related to JRS Migrant project work.
- Provide JRS with technical advice and analysis of related legislation and case law.
- Prepare targeted legal information for migrants and refugees.
- Further to JRS`s written agreement, provide legal assistance and representation for migrant, refugee, or displaced persons/families with legal issues, including legal documentation, personal status issues, employer mediation and access to relevant rights, and similar matters.
- Work with migrants and refugees to explain all legal options available, discuss progress of cases undertaken and ensure excellent communication with migrants and refugees at all times.
- Work with other partners and relevant actors, to construct solid legal arguments and strategies for cases, using applicable domestic and international law as necessary.
- Identify potential legal cases.
- Provide JRS migrant project staff with legal information and updates on relevant issues, as agreed with JRS.
- Provide briefings and reports for JRS on monthly basis, including formats to provide data for the database.
- Assist in coordinating relevant relationships with other partners, including coordinating with legal volunteers and interns.
- Work on other related issues as agreed between the Parties.
Qualifications:
- Law degree and licensed to practice law in Lebanon.
- Minimum of 5 years of professional legal experience, preferably in human rights, immigration law, or related fields.
- Proven experience working with migrants, refugees, or vulnerable populations (preferred).
- Strong understanding of Lebanese legal systems, refugee law, and international human rights standards.
- Excellent communication, negotiation, and legal research skills; fluency in Arabic and English is required.
