  1. GENERAL INFO

Position Title:             Finance & Compliance Officer (National Contract)

Duty station:               Beirut with visits to other bases in Bekaa and Akkar

Reporting to:              Finance Manager

Collaborating with:    Finance Coordinator, relevant Support (HR, Log & Proc) and Program Officers

Starting date:              20-02-2025

Contract Type:            Fixed term Contract

Contract Length:        6 months (including 3 months’ probation period)

2. OVERALL RESPONSIBILITY

The Finance & Compliance Officer is responsible, under the management of the Finance Manager and in collaboration with the rest of the finance team, for the tasks associated to the administrative & financial implementation of Projects funded by the EU, UN-OCHA, AICS EDU AID, AFD, DANIDA, etc., and for the operational duties as per the internal regulations of We World. It is crucial for the Finance & Compliance Officer to have at least 3 years of experience with NGOs operating in Lebanon, in an Officer role, with a clear understanding of NGOs and donors rules in order to make sure that processes and documentation (for both We World and local partners) are compliant with internal and donors’ regulations.

3. Main duties and responsibilities

  • Support the Finance Manager with project related financial operations and tasks when required;
  • Conduct periodic financial analysis to identify and resolve problems, gaps or variances;
  • Manage cash controls and ensure accounts are up-to-date;
  • Maintain accurate general and subsidiary accounts;
  • Assist in the preparation and monitoring of complete annual budgets and all financial reports;
  • Participate in the development of budget proposals;
  • Scan and archive financial documents and ensure proper backup of all files;
  • Perform reconciliation and verification of accounts with banks;
  • Process and record entries and adjustments in the accounting system to ensure all transactions are recorded;
  • Ensure payment of supplier invoices in accordance with agreed terms and conditions;
  • Prepare social security and income tax reports and send them to the auditors on a monthly/quarterly basis;
  • Review donor financial reporting and procurement guidelines and report any discrepancies;
  • Ensure the collection and filing of all legal documents of all employees;
  • Communicate with project managers and other departments to ensure project implementation is in harmony with donor budget guidelines and procedures; Prepare meeting minutes for documentation;
  • Ensure compliance with Lebanese labour law and other relevant laws
  • Internal Audit Conduct on a monthly basis an internal audit visit to the bases
  • Ensure that all supporting documents (PR, PO, authorization of payment, etc.) are attached to the receipt and invoices
  • Be in charge of auditing and revising the mission monthly closure (checking registrations of expenses, correct descriptions, and its correct allocations)
  • Send an audit report to the finance team (officer, coordinator and manager) each auditing visit concerning the findings, if present, and suggest potential recommendations and appropriate measures to be implemented

4. Qualifications

  • Bachelor's degree in Accounting or Finance, Master's degree is a plus
  • Minimum 3 years of proven experience as Finance Officer. Experience in INGOs is a plus
  • Strong knowledge of financial and accounting procedures and principles, especially of the Country of implementation
  • Experience in the use of financial software
  • Excellent written and oral communication skills in Arabic and English
