Key Responsibilities: 

General Responsibilities: 

Monitor and report on project activities, ensuring alignment with the project plans, sector standards, and HAND guidelines. 

Ensure proper documentation and filing of all project-related materials in accordance with established procedures. 

Lead and coordinate field implementation of shelter and WASH activities, ensuring timely and efficient execution in collaboration with field staff. 

Prepare and submit regular progress reports on the implementation of shelter and WASH activities, including beneficiary participation and outcomes. 

Develop concept notes, Memoranda of Understanding (MoUs), monitoring plans, and other key project documents. 

Coordinate with various departments (Logistics, Admin, etc.) to secure necessary resources for project implementation. 

Manage and supervise Shelter/WASH field staff, providing guidance, support, and performance evaluations. 

Oversee the preparation and implementation of project activities, ensuring compliance with technical standards, timelines, and quality requirements. 

 

Technical and Field Duties: 

Conduct regular field visits to project sites to provide technical guidance, supervision, and monitoring of the progress of shelter and WASH activities. 

Train Shelter/WASH teams on technical standards, reporting templates, and data management processes (e.g., Bill of Quantities, Bill of Materials, technical reports). 

Supervise and support the recruitment, evaluation, and development of field staff within the Shelter/WASH teams. 

Collaborate in the design and implementation of tools for use by the Shelter and WASH teams, ensuring efficiency and standardization. 

Ensure high-quality implementation of shelter rehabilitation and construction projects, providing technical oversight and problem-solving when necessary. 

Work closely with the Programs Department on beneficiary selection, needs assessments, community engagement, and distribution activities. 

Inspect daily construction activities at project sites, ensuring adherence to agreed standards, processes, and safety protocols. 

Maintain a secure and organized filing system for all project documents, ensuring proper tracking and compliance with reporting standards. 

Actively contribute to team meetings, sharing insights and challenges, and facilitating discussions to improve project outcomes. 

Foster strong relationships with municipalities, contractors, ministries, regional water establishments, and other relevant stakeholders to enhance coordination and support for project activities. 

Draft key project documents, including proposals, MoUs, work plans, procurement plans, spending plans, risk matrices, and progress reports. 

Contribute to the development of technical designs, drawings, and Bills of Quantities to ensure high-quality project implementation. 

Support the Logistics department with the tendering process, supplier selection, and the review of contractors' and suppliers' specifications. 

 

Contract and Implementation Oversight: 

Supervise contractor work during project implementation, ensuring high-quality execution and adherence to contractual obligations. 

Coordinate with the Security department to assess and ensure safe access to new areas of intervention. 

Monitor the progress of project implementation and prepare documentation required for payment processing in accordance with contract agreements. 

Plan and oversee the daily and weekly activities of the Field Team to ensure efficient and timely execution of project tasks. 

 

Other Responsibilities: 

Identify new beneficiaries and refer them for assistance as per project criteria. 

Perform other tasks as assigned by management, in line with the scope of the position and organizational needs. 

 

Education & Qualifications: 

University degree in Civil Engineering, Architecture, or a related field. 

 

Professional Competencies: 

Minimum of 5 years of relevant experience in shelter and WASH projects implementation. 

Proven experience in monitoring construction activities and managing contractors is highly desirable. 

Familiarity with minimum construction standards for shelter (e.g., Shelter Sector Standards in Lebanon). 

Proficiency in MS Office (Word, Excel, PowerPoint) and AutoCAD. 

Experience in conducting surveys, data management, and statistical analysis is an advantage. 

Strong skills in drafting concept notes, proposals, MoUs, and other project documentation. 

Excellent monitoring, reporting, and negotiation skills, with experience working with contractors, suppliers, municipalities, and other external partners. 

Knowledge of the NGO sector and the dynamics of the humanitarian context is an asset. 

Strong management skills, including the ability to lead teams and manage project implementation effectively. 

 

Languages: 

Fluency in Arabic and English is required.
