- Required qualifications, competences and experience
Educational Qualifications
- Graduate Degree in Economics or Public/Business Administration with strong focus on strategic/corporate planning; additional qualifications in the fields of advocacy/communication & PR/Civil Society and international development is a plus.
Professional experience
- At least 5 years of relevant experience on relevant topics with local institutions, such local public service providers; collaboration with municipal or public utilities is a definite plus.
- Experience with Civil Society, local NGOs/CBOs and/or international cooperation organizations.
- Experience in advocacy, communication, partnerships, stakeholders’ management, community engagement
- Experience in Customer Relationship Management is beneficial.
Other knowledge, additional competences
- Fluency in English and Arabic (spoken and written).
- Strong interpersonal, social, and communication skills.
- Team-oriented mindset.
- Demonstrated basic knowledge of Lebanon's water sector.
- Capacity to work under pressure and deliver timely results.
- Ability to work independently in a goal-oriented and timely manner.
- Excellent intercultural skills and ability to manoeuvre multi-level stakeholders.

- Responsibilities
The Partnerships Advisor will be responsible for:
- Coordinating and implementing with the commission manager the relevant Water Establishments’ (WEs) project activities and monitoring and supervising the planning and implementation of relevant interventions.
- Overseeing the technical and strategic aspects related to public campaigns, community engagement, customer outreach, and stakeholder relations support to Water Establishments.
- Monitoring Water Establishments’ Customer Database Update campaigns and facilitating Quality Control, and Backstopping.
- Advising on newly introduced digital systems such as the Customer Registration Portal (CRP), decision support systems, and dashboard/reporting formats.
- Collaborating with other GIZ projects for technical expertise and knowledge sharing.
- Coordinating with national and international partners, including the Ministry of Energy and Water (MoEW), Water Establishments (WEs), Municipalities, and Civil Society Organizations.
- Supporting project planning, reporting, documentation, monitoring, and evaluation.
In this context, the position holder fulfils the following tasks:

The position holder will:
- Coordinate project’s measures alongside the MoEW and WEs and support achieving project’s goals.
- Manage consultants’ procurement, oversight, and quality assurance of deliverables.
- Control quality and timeliness of deliverables of relevant service providers.
- Coordinate capacity-building activities and report on its effectiveness.
- Maintain robust relationships with the MoEW and Water Establishments.
- Ensure adequate communication with stakeholders in the water/wastewater sector; participate in relevant events as delegated by the commission manager (e.g. thematic taskforces and working groups).
- Support the commission manager with project planning, budgeting and monitoring.
- Organize and report on meetings, workshops, and other events in collaboration with MoEW and WEs.
- Represent the project as needed in meetings and workshops.
- Carry out additional duties as directed by the commission manager.
Project Description:
The "Enhancing Water Resource Management" (WAMA) project, funded by the German government, aims to improve Lebanon's water supply and wastewater management. Implemented by GIZ in partnership with Lebanon's Ministry of Energy and Water (MoEW), WAMA addresses key challenges in the sector, including resource scarcity and operational inefficiencies. Key interventions involve energy-efficient sludge management, reducing water losses, and enhancing wastewater services management. Additionally, WAMA is providing extensive training to water establishment employees and conducting energy audits for wastewater plants. The project aligns with the Sustainable Development Goals (SDGs) 6 and 13, supporting water accessibility and climate resilience
