Background of JRS
Jesuit Refugee Service is a faith-based humanitarian organization that operates in over 50 countries and whose mission is to accompany, serve, and advocate the cause of forcibly displaced people, refugees, and local vulnerable communities, that they may heal, learn, and determine their own future.
JRS MENA is currently operating in Iraq, Jordan, Lebanon, and Syria. JRS programmes in the region deliver multisectoral interventions including home visits, emergency assistance, child and adult education, mental health and psychosocial support, social services, protection, health care, and advocacy initiatives.
Safeguarding Unit
Safeguarding is the responsibility of organizations to ensure that their staff, operations and programmes do no harm to children and at-risk adults and do not expose them to abuse or exploitation. The term covers physical, emotional and sexual harassment, exploitation and abuse by staff and associated personnel, as well as safeguarding risks caused by programme design and implementation.
JRS places human dignity at the centre of its relief and development work. The Safeguarding Unit at the JRS MENA Regional Office supports the implementation of JRS safeguarding policies and procedures in Iraq, Jordan, Lebanon, and Syria. It serves as a resource to the country safeguarding officers, projects focal points, their deputies, as well as staff to build their capacities on safeguarding, ensuring the proper implementation of the safeguarding action plans.
Scope of the Work
This consultancy aims to produce high-quality videos based on pre-written scripts provided by JRS MENA, including branding, and communication goals.
Under the supervision of the Regional Communications Officer, the specific responsibilities of the firm/consultant are to:
- Recruit an Arabic speaking presenter, keeping JRS MENA informed. The presenter should have excellent presentation skills in Arabic “Fusha”.
- Produce eight to nine short videos, around 3 to 5 minutes each, using the scripts provided by JRS MENA. These videos should include videography, lighting, editing, audio balancing, graphics, subtitling, format exporting, archiving RAW and edited material, and all pertinent formats that meet various platform-specific requirements.
- Use personal’s (consultant’s/firm’s) own HD/4K quality equipment, accessories, and Adobe Premiere editing software.
- Record and edit narration/voice over, if needed.
- Embed subtitles in all videos. The video should be in Arabic, with English subtitles. Translation will be provided by JRS MENA.
- Audio-balance the final products and converts them into formats for use on different social media channels. The videos will be mainly published on JRS MENA YouTube, Facebook, LinkedIn, X, and Instagram accounts.
- Use appropriate JRS Logo, JRS branding, and credit JRS the ownership for the produced videos.
- Archive all raw material and final outputs in one HD hard drive; to be delivered to JRS MENA after completion of the project.
The full video production should take place in Lebanon.
All first drafts of the ten videos must be sent to JRS MENA Regional Communications officer for comments, possible amendments and final confirmation.
All videos produced must be of the highest quality to adequately represent JRS.
Output
The output of the agreement is the production of ten fully edited and polished videos, based on provided scripts, with:
- Custom animations or visuals integrated into the videos
- Incorporated organizational branding (logos, colors, fonts)
- Formats suitable for all social media platforms (YouTube, Instagram, Reels, etc.)
- Documented copyright transfer to JRS for unrestricted use of the videos.
- The music license agreement, and proof of purchase (if available).
Target Audience
The target audience of this project is geographically divided into local/regional and international audience:
- Forcibly displaced people, refugees, migrant networks, and vulnerable local communities.
- JRS staff; and available for all national and international organizations as well.
- Host communities.
Timeline
Recruitment of consultant: By mid-Feb
Expected final delivery date: By end of April
Online campaign (Optional)
After the video creation phase is complete, an online campaign will be initiated to publish the videos on JRS social media platforms.
If it falls within the consultant’s/firm’s scope of work and capacity, they will have the choice to incorporate a thorough plan, timeframe, and budget for a social media campaign into the technical and financial proposals, as a separate section.
This element is optional, and not including it in the technical and financial proposals will have no effect on the selection of the candidate/firm.
Evaluation of Results
The consultant will report to and work under the direction of the MENA Regional Communications Officer, who will regularly communicate with the consultant/firm and provide feedback and guidance on their performance and all other necessary support so to achieve objectives of the assignment, as well as remain aware of any upcoming issues related to the consultant’s/firm’s performance and quality of work. All activities and deliverables undertaken by the consultant/firm shall be discussed and planned in consultation with JRS MENA.
The evaluation of the consultant’s/firm’s performance will be based on:
- Completion of tasks specified in the contract.
- Compliance with the established deadlines for submission of deliverables.
- Quality of work.
- Demonstration of high standards of work with JRS.
Qualifications and Experience
The consultant/firm is expected to possess the following qualifications:
- At least five years of experience in high level videography/video editing.
- At least five years of experience in online campaigns on social media platforms, if including the online campaign component in your proposal (optional).
- Strong theoretical and practical background in videography, including possession and ability to use the most current version of HD cameras, sound and lighting equipment, and most recent editing software.
- Demonstrated experience of conception, production and editing of short videos.
- Languages: fluency in Arabic “Fusha”.
- The consultant/firm should be legally registered in Lebanon.
- Experience covering humanitarian and safeguarding subjects is an asset.
- Experience working with other NGOs is an asset.
Technical and Financial Proposal
Interested individuals/firms must submit a Technical and Financial Proposal, with a description of their experience, as well as a portfolio/reel of previous works.
The technical proposal should include, but not be limited to, the following:
- Short profile including CV, diploma of videography-related studies, references.
- A detailed work methodology outlining project milestones and timelines.
- Detailed portfolio (reel and weblinks to produced videos) showcasing range of work (films, commercials, documentaries, etc.).
- Production capabilities: quality video production, including related equipment, hardware/software, etc.
The financial proposal must specify an all-inclusive fee for the videos' production, which should include filming charges, transportation expenses, postproduction, as well as crediting, subtitling and voiceover (if needed). The range of the proposal budget shall fall between [$5,000 - $8,000] including VAT.
The Financial Proposal should be detailed and submitted in USD dollars.
If not included in the ToR, JRS will not reimburse costs not directly related to the assignment. This contract does not allow payment of off-hours, medical insurance, rent, taxes, and sick leave, etc.
In addition, offerors responding to this ToR are requested to submit also a copy of their official registration or business license.
