1- GENERAL OBJECTIVE:
Under the direct supervision of the Shelter Manager, the Cash Assistance Field Officer is responsible for the
qualitative, quantitative and timely implementation of the activities linked to Cash for rent (CfR) and Cash for
shelter (CfS) such as identification of cases, assessment, participation to the committees, follow up on payments,
referrals, reporting, etc.
2-RESPONSIBILITIES AND TASKS:
Implementation of activities
The use of cash interventions (CfS/CfR) has been developed to meet the increasing need to secure rent and shelter
needs for households that face chronic vulnerabilities, hosted Internally displaced people (IDPs) and to fight the
increasing risk and prevalence of evictions or recently evicted. The Cash Assistance Field Officer is expected to:
- Organize, plan and implement all activities with the support of the Shelter Manager in a timely
manner and according to the CfR and CfS SOPs;
- Identify Households in need through internal and external referrals of PU-AMI;
- Conduct vulnerability assessments;
- Participate in the CfR/CfS discussion meetings;
- Lead and organize cash distributions according to the final decision taken;
- Work in close collaboration with the Accountability & Referral Officer in order to ensure a proper
follow up on the referrals;
- Respect the design (activity chart) and required methodology of the project;
- Respect the principles of humanitarian protection and confidentiality.
Monitoring & Guidance
- Monitor the protection environment on a weekly basis and regularly update the Shelter Manager;
- Ensure a regular monitoring of the assisted cases;
- Monitor the situation of the beneficiaries on a monthly basis;
- Identify, report and refer individual cases and follow up on them.
Communication & Follow up
- Ensure proper communication and coordination with the potential beneficiaries;
- Be present on different sites and respond to beneficiaries’ queries with good knowledge of relevant
information;
- Identify special cases which need individual or specific attention and refer them to the Accountability
& Referral Officer and Social Worker;
- Ensure a proper follow-up on the refferal cases with the concerned individuals and different
stakeholders;
- Promote successful and strong relationship with other NGOs to ensure a good coordination and a
proper support service provision and program activities;
- Attend trainings and assist in organizing trainings as required.
Reporting
- Regularly update the CfS/CFR table on a daily and weekly basis, based on the committee's oral and
written reports on the progress of protection activities, and ensure these updates are shared with
the Shelter Manager.
- Report immediately any delay, problem or other relevant information to the Shelter Manager.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the
project’s needs.
3- PRIORITIES OF THE DEPARTMENT
- Contribute to the design of the Cash for Rent and/or Cash for Shelter intervention, and provide
regular feedback to management to readjust and improve its implementation.
- Contribute to external coordination and representation by attending relevant working and thematic
coordination groups related to protection
- Contribute to PU-AMI’s communication strategy by identifying communication materials and success
stories for external dissemination
QUALIFICATIONS:
MANDATORY REQUIREMENTS
- Language skills: Fluent in Arabic and very good in English
- Education degree: Social Studies including On-site training in Protection / GBV / Cash for rent
- Work experience: 2 years of experience in a similar position (INGOs/private companies) in cash assistance
or as Social worker
- Computer skills: Good knowledge of Microsoft Office
Others:
- Good knowledge in protection (espacially GBV), and social related topics
- Excellent communication and listening skills with adults and vulnerable people
- Effective stress management
- Ability to work under pressure and with short deadlines
- Good problem solving skills
- Good knowledge of Saida /Mountl Lebanon (Chouf) Governorate and ongoing crisis
- Excellent ability to work in a team
- Valid driving license is an asset
