Background

1. About DRI

Democracy Reporting International (DRI) is a global non-profit organisation dedicated to promoting political participation and democratic governance worldwide. Headquartered in Berlin, Germany, DRI operates across Western Asia and North Africa, Sub-Saharan Africa, and Europe. It maintains country offices in Tunisia, Lebanon, Libya (operating remotely from Tunisia), the Democratic Republic of Congo, and Ukraine, collaborating with various international and local partners across several countries. 

Since 2016 DRI has been raising awareness and advocating for evidence-based policies and public debates that foster democratic and accountable governance, the rule of law, and political participation in Lebanon, in cooperation with civil society organisations and public officials. DRI is working to expand the democratic space for a civil society-led debate on systemic change in Lebanon, encouraging citizens to actively participate in the governing of their own country in an inclusive and participatory manner.  

1. Project Overview

As part of its project, Voices from the Field: Supporting Independent Reporting in Lebanon, DRI acts as an enabler of collaboration between young journalists and independent media outlets. Through a rights-based and citizen-centric approach, this initiative seeks to shed light on political reform, civic space expansion, and societal issues. The project is grounded in the belief that independent media, supported with resources and capacity building, can effectively challenge disinformation, promote public accountability, and bolster media integrity and free speech. 

Scheduled to run from January to December 2025, this project aims to:

• Strengthen journalistic integrity and impartial reporting.
• Combat the spread of fake news on mainstream and digital platforms.
• Foster a community of independent journalists dedicated to high-quality reporting on topics related to liberties, democratic rights, internal displacement, and political concerns during and post-crisis.

This initiative will support independent media outlets and media creators committed to fact-checked reporting while enhancing the sustainability and impartiality of independent media outlets.

1. Your commitment: Collaborating with Lebanon-based young journalists and DRI

Independent media outlets should oversee the creation of original media content created by Lebanon-based young journalists recruited by DRI, with an emphasis on gender equality and geographic diversity. Selected journalists will:

1. Participate in a Capacity-Sharing Programme: Four training workshops, scheduled to take place between March and July 2025, on topics such as investigative reporting, digital storytelling, psychological first aid, AI tools for journalists, field security, media workers’ rights and conditions, whistleblower protection laws.
2. Create and Publish Media Content in Close Collaboration and Under the Supervision of Independent Media Outlets: Media assignments will be funded by DRI and will focus on liberties, democratic rights, migration and internal displacement, political and region-specific issues during and post-crisis/war. Outputs will include media articles, digital video content, investigative reports, short documentaries, reels, and more.

Selected media outlets will:

1. Contribute to the shortlisting, evaluation, and selection of young journalists.
2. Closely supervise and monitor the media content developed by selected journalists.
3. Actively participate in the Project Steering Committee.

The amount of funding is up to 3,000 EUR for each independent media outlet.

1. عن المنظمة الدولية للتقرير عن الديمقراطية

المنظمة الدولية للتقرير عن الديمقراطية (DRI) هي منظمة غير ربحية تهدف إلى تعزيز المشاركة السياسية والحوكمة الديمقراطية في جميع أنحاء العالم. يقع مقرها الرئيسي في برلين، ألمانيا، وتعمل في غرب آسيا وشمال إفريقيا، وإفريقيا جنوب الصحراء، وأوروبا. لديها مكاتب في تونس، لبنان، ليبيا (تعمل عن بُعد من تونس)، جمهورية الكونغو الديمقراطية، وأوكرانيا، وتتعاون مع العديد من الشركاء/الشريكات المحليين/ات والدوليين/ات.

منذ عام 2016، تعمل منظمة DRI لزيادة الوعي والمناصرة من أجل وضع سياسات تستند إلى الأدلة، وتنظيم مناقشات عامة تعزز الحوكمة الديمقراطية والمساءلة، سيادة القانون، والمشاركة السياسية في لبنان، بالتعاون مع هيئات المجتمع المدني والمسؤولين/ات الحكوميين/ات. كما تسعى المنظمة إلى توسيع المساحات الديمقراطية للنقاشات المجتمعية حول التغيير النظامي في لبنان، وتشجيع المواطنين/ات على المشاركة الفعالة في إدارة شؤون بلدهم/نّ بشكل شامل وتشاركي.

1. لمحة عن المشروع

في إطار مشروعها أصوات من الميدان: دعم الإعلام المستقل في لبنان، تعمل DRI كداعم للتعاون بين الإعلاميين/ات الشباب والمؤسسات الإعلامية المستقلة. من خلال نهج يرتكز على الحقوق ويركز على المواطن/ة، تهدف هذه المبادرة إلى تسليط الضوء على قضايا الإصلاح السياسي، توسيع المساحات المدنية، والقضايا المجتمعية. يعتمد المشروع على الإيمان بأن وسائل الإعلام المستقلة، عند دعمها بالموارد وبناء القدرات، يمكنها مواجهة المعلومات المضللة وتعزيز المساءلة العامة والنزاهة الإعلامية وحرية التعبير.

من المقرر أن يمتد المشروع من كانون الثاني إلى كانون الأول 2025، ويهدف إلى:

• تعزيز النزاهة الإعلامية والتقارير غير المتحيزة.
• مكافحة انتشار الأخبار الزائفة على المنصات التقليدية والرقمية.
• إنشاء تجمع من الإعلاميين/ات المستقلين/ات الملتزمين/ات بتقديم تقارير ذات جودة عالية حول الحريات، الحقوق الديمقراطية، النزوح الداخلي، والقضايا السياسية خلال الأزمات والحروب وبعدها.

يدعم هذا المشروع المنصات الإعلامية المستقلة وصانعي/ات المحتوى الإعلامي الملتزمين/ات بالتقارير المستندة إلى الحقائق، مع تعزيز استدامة وحيادية وسائل الإعلام المستقلة.

1. التزامكم: التعاون مع الإعلاميين/ات الشباب المقيمين/ات في لبنان ومنظمة DRI

ينبغي على المؤسسات الإعلامية المستقلة الإشراف على إنتاج محتوى إعلامي أصلي يتم إنشاؤه من قبل الإعلاميين/ات الشباب المقيمين/ات في لبنان الذين تم اختيارهم من قبل DRI، التركيز على تحقيق المساواة بين الجنسين والتنوع الجغرافي. سيقوم الإعلاميين/ات المختارون/ات بما يلي:

1. المشاركة في برنامج تطوير القدرات: أربع ورش تدريبية تُعقد بين آذار وتموز 2025، حول مواضيع عدة، على سبيل المثال لا الحصر، الصحافة الاستقصائية، السرد الرقمي، الإسعافات الأولية النفسية، أدوات الذكاء الاصطناعي للإعلاميين/ات، أمن الميدان، حقوق وظروف عمل العاملين/ات في المجال الإعلامي، وقوانين حماية كاشفي/ات الفساد.

1. إنتاج ونشر محتوى إعلامي بالتعاون الوثيق وتحت إشراف المؤسسات الإعلامية المستقلة: ستموّل DRI محتوىً إعلامياً يُركز على الحريات، الحقوق الديمقراطية، الهجرة والنزوح الداخلي، والقضايا السياسية خلال الأزمات والحروب وبعدها. تشمل المُخرجات مقالات إعلامية، محتوى رقمي ومرئي، تقارير استقصائية، أفلام وثائقية قصيرة، مقاطع فيديو، والمزيد.

المؤسسات الإعلامية المختارة ستقوم بـ:

1. المساهمة في إعداد قوائم الترشيح وتقييم واختيار الإعلاميين/ات الشباب.
2. الإشراف عن كثب على المحتوى الإعلامي الذي يتم تطويره من قبل الإعلاميين/ات المختارون/ات.
3. المشاركة الفعالة في لجنة توجيه المشروع.

يصل مقدار التمويل إلى 3,000 يورو لكل مؤسسة إعلامية مستقلة.
