1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. 

 

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening its nexus approach by expanding its emergency response and capacity to provide basic assistance, wash services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

 

The MEAL Specialist will play a key role in leading and managing the MEAL components of CARE International in Lebanon's consortium project. The role involves managing evaluations, documenting program impacts, ensuring robust MEAL documentation, contributing to reports, and fostering collaboration with internal and external stakeholders.

4. Specific Duties and Responsibilities

Responsibility #1: Lead on Program Evaluations, and impact documentation

  • Design ToRs for external consultants, ensuring clarity of evaluation objectives, timelines, and deliverables.
  • Coordinate with partners and relevant stakeholders to ensure alignment of evaluation objectives.
  • Oversee data collection, analysis, and reporting to assess the outcomes and impacts of the project.
  • Coordinate with consultants to ensure high-quality, objective assessments of the relevance, efficiency, effectiveness, impact, and sustainability of programs.
  • Manage and review the quality of deliverables, ensuring adherence to agreed standards and timelines.
  • Lead efforts to capture and document the impact of completed activities, ensuring data is accurate, comprehensive, and aligned with project objectives.
  • Synthesize findings into accessible formats for internal and external audiences, including case studies, success stories, and reports.

 

Responsibility #2: MEAL Documentation and Reporting

  • Ensure all MEAL-related processes, tools, and outputs are properly documented and archived.
  • Contribute to monthly, quarterly, and annual reporting requirements, including donor-specific reports.
  • Provide insights and analysis to support evidence-based decision-making.

 

Responsibility #3: Coordination and Representation

  • Participate in internal and external meetings as required, representing the MEAL function and sharing insights from monitoring and evaluation activities.
  • Liaise with other units and departments within CARE and partners to ensure effective coordination and collaboration.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

 

  • Strong analytical and problem-solving skills.
  • Excellent writing and reporting skills, with attention to detail.
  • Ability to manage multiple tasks and deadlines in a dynamic work environment.
  • Proactive and able to work both independently and collaboratively within a team.
  • Strong understanding of MEAL principles and practices, including designing ToRs, evaluation methodologies, and reporting.
  • Experience working in a consortium or multi-stakeholder project environment.
  • Proven ability to document program impacts and translate findings into actionable recommendations.
  • Excellent coordination and communication skills, with the ability to engage effectively with internal and external stakeholders.
  • Familiarity with different donor requirements and reporting formats.
  • Experience in the use of qualitative and quantitative data collection and analysis tools.

 

b. Experience:

At least 5 years of experience in MEAL roles, including experience leading evaluations and managing consultants.

 

 

c. Academic background:

Bachelor’s degree in social sciences, Development Studies, or a related field. A master’s degree is preferred.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
