1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. 

 

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening its nexus approach by expanding its emergency response and capacity to provide basic assistance, wash services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

 

The MEAL Specialist will provide technical and strategic leadership for the Monitoring, Evaluation, Accountability, and Learning (MEAL) components of both emergency and development programs. This role is pivotal in ensuring consistent MEAL processes, high-quality reporting, and impactful organizational learning. The Specialist will also contribute to proposal design and ensure alignment with donor and organizational requirements.

4. Specific Duties and Responsibilities

Responsibility #1: Lead on Monitoring and Evaluation for Emergency and Development Programs

  • Lead the design and implementation of MEAL frameworks for emergency and development programs, ensuring they are responsive, adaptive, and aligned with organizational goals.
  • Oversee data collection, analysis, and reporting processes to monitor program performance and impact.
  • Ensure consistency and standardization of MEAL tools and methodologies across programs.

 

Responsibility #2: Lead on Reporting and Documentation

  • Ensure the quality and timeliness of reporting and documentation for internal stakeholders, donors, and global platforms.
  • Generate detailed, accurate, and actionable reports based on program data and findings.
  • Ensure proper archiving and organization of MEAL documentation to facilitate accountability and transparency.

 

Responsibility #3: Proposal Design and Program Development

  • Collaborate with program teams during the proposal writing and design phase, integrating MEAL strategies into program objectives.
  • Provide technical input to ensure proposed methodologies align with donor expectations and organizational priorities.

 

Responsibility #4: Technical Oversight and Capacity Building

  • Provide technical oversight for data collection tools, methodologies, and reporting mechanisms, ensuring they are robust and fit-for-purpose.
  • Support and build the capacity of MEAL staff and program teams to adopt effective MEAL practices.

 

Responsibility #5: Organizational Learning and Knowledge Sharing

  • Lead the execution of organizational-level learning agendas, identifying opportunities for improvement and innovation.
  • Facilitate the sharing of lessons learned, best practices, and success stories across the organization.
  • Contribute to organizational learning through the analysis of program data and the generation of evidence-based recommendations.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Strategic thinking and problem-solving skills.
  • Strong interpersonal skills and the ability to work effectively across teams and cultures.
  • High attention to detail and ability to manage multiple tasks and deadlines.
  • Strong understanding of MEAL principles, tools, and methodologies.
  • Proven experience in report writing for donors, internal stakeholders, and global platforms.
  • Demonstrated ability to lead organizational learning processes and develop learning agendas.
  • Excellent analytical, organizational, and communication skills.
  • Familiarity with donor requirements, particularly for emergency and development contexts.
  • Experience with data visualization and reporting platforms (e.g., PowerBI, Tableau).
  • Proficiency in mobile data collection tools such as Kobo Toolbox

b. Experience:

At least 5 years of experience in MEAL roles, including both emergency and development programming.

 

c. Academic background:

Bachelor’s degree in social sciences, Development Studies, or a related field experience. A master’s degree is preferred.

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
