Background

DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role

The MEAL Assistant supports the effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and processes to enhance program quality and impact. By ensuring accurate data collection, timely reporting, and active community feedback, the MEAL Assistant contributes to evidence-based decision-making and continuous improvement of organizational programs. The role plays a vital part in ensuring accountability to beneficiaries and compliance with donor and organizational standards.

Responsibilities

  • The MEAL Assistant supports the effective implementation of monitoring, evaluation, accountability, and learning activities within the organization. The role ensures accurate data collection, timely reporting, and adherence to accountability mechanisms, contributing to the continuous improvement of program quality and impact.Foster relationships with partners, stakeholders, and beneficiaries to ensure effective collaboration and alignment.
  • Work closely with program teams to ensure MEAL activities are integrated into daily operations.
  • Support beneficiaries and stakeholders in providing feedback through accountability mechanisms, ensuring their input informs program adjustments.
  • Maintain effective communication with field staff, partners, and communities regarding MEAL activities and processes.
  • Participate in meetings with program staff to review progress, identify challenges, and propose solutions.
  • Assist in the implementation of MEAL plans, including data collection, entry, and analysis for program activities.
  • Conduct regular field visits to monitor activities, ensuring they align with program objectives and MEAL frameworks.
  • Administer surveys, focus group discussions, and key informant interviews to collect qualitative and quantitative data.
  • Support the establishment and maintenance of accountability mechanisms, such as complaints response systems.
  • Compile and organize data for reporting purposes, ensuring accuracy and timeliness.
  • Contribute to the preparation of MEAL reports, including data visualizations and summaries of findings.
  • Maintain organized and up-to-date records of MEAL activities and documentation.

Background

  • Minimum 1-2 years of experience in monitoring, evaluation, or a related field in humanitarian or development contexts.
  • Experience with data collection and entry, including familiarity with data collection tools (e.g., Kobo Toolbox, ODK).
  • Exposure to community engagement and participatory data collection approaches.
  • Knowledge of basic MEAL concepts, including log frames, indicators, and accountability principles.
  • Basic understanding of Core Humanitarian Standards (CHS) and Sphere Standards.
  • Bachelor's degree in international development, social sciences, or a related field. Master's degree preferred.
  • Fluency in English and Arabic, with excellent written and verbal communication skills in both languages.
  • Proficiency in French is a plus.
  • Strong interpersonal skills and the ability to build relationships and networks.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with data analysis software and tools (e.g., SPSS, Power BI) is an advantage

Reporting

  • Regular reports on the performance and services will be submitted to the Program Coordinator on a weekly basis.
  • Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
