Overview
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 8 years, it has supported over half a million beneficiaries. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. 

AFDAL Brief
AFDAL Project aims to improve competitiveness, quality and productivity of agricultural value chains while addressing immediate food consumption needs of vulnerable households. The project is in line with the updated Food Security and Agriculture Sector strategy as well as Sustainable Development Goal (SDG) which recognize sustainable livelihood opportunities improvement and small farmers empowerment as goals to achieve.

Objectives 
CARE International in Lebanon (CIL) is seeking a Technical and trainer agricultural expert to work for the AFDAL Project.

JOB RESPONSIBILITIES/Technical Requirements 

Activity 1- Assess needs and identify training and support packages
Analyze the soil and water report, as well as the Capacity Needs Assessment conducted by CARE, to evaluate the findings and identify key insights that can inform decision-making and project implementation. This analysis will help in understanding the current conditions and needs, enabling the development of appropriate strategies to address any gaps or challenges identified in the reports.

Activity 2- Develop and implement a training package
In relation to farmers’ capacity building, based on general project and farmers tailored assessment reports, the expert will develop the training package. Farmers will be divided into groups. The trainings will include:
Climate-Smart Practices, Disaster Risk Reduction, and Waste Management: Developed by experts, these practices aim to equip individuals and communities with the necessary skills and knowledge to effectively adapt to and mitigate climate change impacts. The approach serves as a reference tool for managing risks and implementing sustainable solutions in various sectors.
Climate-smart practices focus on reducing greenhouse gas emissions, increasing agricultural productivity, and enhancing resilience to climate change. This includes adopting techniques for improved water use, sustainable soil management, and efficient resource use to reduce environmental footprints. Disaster risk reduction involves strategies to prepare for, respond to, and recover from natural disasters, ensuring that vulnerable communities are better equipped to withstand shocks. Waste management practices emphasize reducing, recycling, and reusing materials to minimize environmental harm and promote sustainability.

Topics will include, but are not limited to:
• Effective disaster preparedness and response strategies
• Waste minimization and recycling techniques
• Water use efficiency and sustainable irrigation practices
• Climate-resilient agriculture methods and soil health management
• Waste-to-resource innovations
• Community-based disaster risk reduction plans
• Integrating climate-smart solutions in everyday practices for both individuals and organizations.
These practices aim to create sustainable environments while fostering economic viability, safety, and resilience against climate-related challenges.

Profile
The expert Should have the following qualifications:
1. Bachelor's degree in agriculture or related field.
2. Minimum of 7 years of experience in greenhouse.
3. Expertise in developing session and curriculum.
4. Strong coaching and mentoring skills.
5. Knowledge of innovative agricultural techniques and practices.
6. Excellent communication and interpersonal skills.
7. Ability to work independently and in a team.

Selection Criteria
The technical proposal will count for 80% of the selection criteria as it should include examples and references on previous activities carried by the applicant that are of the same nature in line with the specified details under Activity 1 and Activity 2 sections within the job responsibilities/Technical requirements marked equally at 40% for each activity. 
The financial proposal will count for 20% of the selection criteria.  
4 agricultural experts are expected to be selected throughout this competitive procedure while changes might be possible as per the needs of the activity and its timeline. 
Please take into consideration that under the consultancy agreement, CARE will not provide any employees with perks and benefits. The proposed daily rate should be inclusive of all cost.
