Al Midan is looking for an experienced SBC Officer point who is experienced in the field.

The SBC Officer will lead the design, implementation, and monitoring of SBC initiatives aimed at addressing critical health, education, or social issues through behavior change strategies. This role involves working with communities, local partners, and stakeholders to ensure effective communication strategies that promote positive social and health behaviors.

To address the growing needs of children and youth in Lebanon, AL Midan is implementing the Makani project, utilizing a Multi-Service Community Centre (MSCC) approach across 3 community centers in the North (T5 area). This initiative aims to provide a comprehensive package of integrated services targeting marginalized and vulnerable children and youth aged 0-18 years, as well as their caregivers. The MSCCs serve as safe spaces offering a variety of programs, including education, child protection, early childhood development (ECD), life skills, and youth engagement support, all through a community-based approach. The goal is to reach both Syrian and Lebanese vulnerable children in host communities, as well as collective and informal settlements.

Al Midan NGO has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of Conduct, that enshrines principles of PSEA, always (both during work hours and outside work hours).  Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.

Major Responsibilities: 

  1. Design and Implementation of SBC Strategies:
    • Develop and implement SBC strategies and action plans based on the organization’s goals and the needs of target populations, including health, hygiene, nutrition, gender equality, or child protection.
    • Utilize evidence-based models and approaches to design interventions that encourage sustainable behavior change, such as community mobilization, mass media campaigns, and interpersonal communication.
    • Work closely with program teams to ensure that SBC activities are integrated into the broader program goals, ensuring alignment with donor requirements and international standards.
  2. Community and Stakeholder Engagement:
    • Engage with community leaders, local authorities, and stakeholders to promote behavior change and encourage active community participation in program activities.
    • Organize and facilitate community outreach and awareness-raising activities, including group discussions, workshops, and events focused on targeted behavior changes.
    • Build strong relationships with local organizations and partners to ensure effective implementation and sustainability of SBC interventions.
  3. Monitoring, Evaluation, and Reporting:
    • Support the monitoring and evaluation (M&E) of SBC activities, ensuring that the impact of behavior change efforts is regularly assessed and reported.
    • Develop and track indicators for SBC program effectiveness, using tools and methodologies to measure changes in knowledge, attitudes, and practices.
    • Prepare regular reports on SBC activities, including progress, challenges, and lessons learned, and share these findings with program managers, donors, and other stakeholders.
    • Ensure SBC interventions are adjusted based on feedback from target populations and M&E findings.
  4. Behavior Change Communication Materials Development:
    • Collaborate with the communications team to develop and adapt culturally appropriate, context-sensitive communication materials, such as brochures, posters, radio scripts, and social media content.
    • Ensure that materials and messaging are aligned with the behavioral objectives of the program and resonate with the target audience’s values, beliefs, and practices.
    • Design and distribute creative and engaging campaigns (e.g., multimedia, social media, and community-based outreach) that reinforce positive behavior changes.
  5. Capacity Building and Training:
    • Provide training to field staff, volunteers, and partners on SBC approaches, communication techniques, and tools.
    • Build the capacity of local partners and stakeholders to implement behavior change interventions and sustain efforts beyond the program's duration.
    • Conduct training on how to use SBC materials and ensure that staff understand how to effectively engage with communities.
  6. Behavioral Research and Needs Assessment:
    • Conduct formative research, needs assessments, and qualitative studies (e.g., focus group discussions, key informant interviews) to understand the barriers and enablers to the desired behavior changes within the target population.
    • Analyze social and cultural factors influencing behavior and design interventions tailored to address these factors.
    • Regularly assess the effectiveness of SBC initiatives and suggest improvements based on research findings.
  7. Advocacy and Awareness:
    • Advocate for the adoption of behavior change strategies with local authorities, health and education institutions, and other stakeholders.
    • Raise awareness about key behavioral issues and promote positive social changes through various channels, including community events, media, and advocacy campaigns.
    • Collaborate with other NGOs, UN agencies, and government bodies to amplify SBC efforts and contribute to broader social change initiatives.

Job Requirements:

  • Education and Experience:
    • Bachelor’s degree in Social and Behavioral Sciences, Public Health, Communication, or a related field. A Master’s degree is an advantage.
    • Minimum of 2-3 years of experience in designing and implementing SBC strategies, preferably in an NGO or development context.
    • Experience working in public health, nutrition, gender, or social protection programs with a focus on behavior change is highly desirable.
    • Knowledge and experience with behavior change frameworks, health communication, and social mobilization techniques.
  • Skills and Competencies:
    • Strong understanding of behavioral science principles and behavior change theories, including communication for development (C4D) approaches.
    • Excellent communication skills, both written and verbal, in Arabic and English, with the ability to adapt messages to different audiences.
    • Experience in designing and delivering SBC campaigns and materials for diverse populations.
    • Strong interpersonal skills and the ability to work effectively with local communities, partners, and stakeholders.
    • Proven ability to monitor and evaluate the impact of SBC initiatives.
    • Proficient in Microsoft Office Suite and basic data analysis tools
    • Knowledge of media, social media platforms, and digital communication tools for SBC.
  • Other Requirements:
    • Ability to work independently and in teams, managing multiple priorities and deadlines.
    • Sensitivity to cultural, social, and political contexts, particularly when working with vulnerable and marginalized populations.
    • Strong organizational and time management skills.
    • Commitment to the values of the NGO, including equity, inclusion, and social justice.

 

The role require occasional travel to field sites to provide on-site support.
