WEB APPLICATION DEVELOPER FOR IRRIGATION SCHEDULING

The Rene Moawad Foundation is launching a tender to receive solicit competitive offers for development of Web-based application that will generate an irrigation scheduling for the farmers based on the terms of references described in the call. The tender is under SADDER project.

About “SADDER”

SADDER - Sustainable Agricultural Development to Diversify and Export Regionally (2023-2027) is a project funded by the Kingdom of the Netherlands and implemented by the Rene Moawad Foundation (RMF).

"SADDER" will incorporate enhanced methodologies and best practices. It will aim to support Lebanon's economy through the agriculture sector by assisting stakeholders within the selected value chains, Table Grapes, Avocados, Cherries, and Apples, in meeting both local and export market requirements, ultimately leading to increased income, self-sustainability of various agricultural sectors, as well as job creation and retention.

Purpose of the Tender

The purpose of this Tender is to solicit competitive offers for the development of Web-based application that will generate an irrigation scheduling for the farmers based on the terms of references described in the call.

RMF reserves the right to negotiate, accept or reject any or all proposals and quotations at its sole discretion and to pursue or act further on any responses it considers advantageous. RMF does not bind itself to accept the lowest prices or any proposal. All proposals will be irrevocable after the tender's closing date.

 

Scope of Work
    • Understand the current Excel workbook’s functionality, including data structure, formulas, and interdependencies between different sheets.
    • Design the architecture of the web application, ensuring that it is scalable, secure, and can handle the size and complexity of the Excel data.

 

 
    • Create a user interface design that allows for intuitive navigation, data input, and output viewing.
    • Ensure the accurate transformation of data from Excel sheets into structured databases and ensure formulas perform similarly in the web environment.
    • Ensure the application is mobile-responsive and accessible across all modern browsers.
    • Conduct thorough testing of the web application to ensure it replicates the functionality of the Excel workbook, including formula correctness, data accuracy, and user experience.
    • Deploy the web application to the hosting environment, ensuring smooth rollout and minimal downtime.
    • Provide technical documentation detailing the system architecture, database design, API integrations (if any), and codebase.
    • Provide a user manual or help documentation to assist users in navigating and utilizing the web application effectively.
    • Provide post-launch support for bug fixes, performance monitoring, and minor updates.
    • Provide an optional maintenance plan for ongoing updates and enhancements.
    • Work closely with the irrigation experts who will provide the initial script of the CWSI and will support understanding the specific requirements for the extra module in GEE.
    • Work on developing an automated process within GEE to locate and delineate farmer field boundaries from satellite imagery.
    • Ensure that the application performs efficiently within GEE’s limits for processing and storage.

 

Deliverables:

    • Web Application Prototype – Initial mockups of the web interface for irrigation scheduling (and for the CWSI)
    • Completed Web Application– Fully functional web-based application for irrigation scheduling (and for the CWSI).
    • Documentation – Technical and user documentation.

 

Competencies, Skills and Experience

    • Proven experience in web development.
    • Experience with data handling, database management and formula implementation in web environments.
    • Strong understanding of Excel data structures and formula translation to web applications.
    • Familiarity with deployment platforms.
    • Experience with responsive web design and accessibility best practices.
    • Strong problem-solving and debugging skills.
    • Proficiency in Google Earth Engine (GEE) scripting and using its APIs, particularly JavaScript writing.
    • Familiarity with cloud-based platforms for geospatial analysis.

      • Proposed Project Work Plan

Failure to provide all the above may result in disqualification of the proposal.

All costs and charges of goods and services mentioned in the technical proposal should be included in the financial proposal.
