Our goal is to strengthen entire communities by making improvements to the existing socio-economic fabrics that will benefit everyone.

 

Role Overview

The Program and Partnerships Coordinator plays a pivotal role in driving the success of Borderless NGO’s programs and partnerships. This position is responsible for the full program cycle, from design and implementation to evaluation and scaling. The Coordinator will oversee program teams, ensure efficient use of resources, and develop strategic partnerships with donors, stakeholders, and organizations. The role also involves representing Borderless NGO in high-level meetings with international partners and local authorities such as the Ministry of Education and Higher Education (MEHE) and the Ministry of Social Affairs (MOSA). A key element of the role is resource mobilization, including securing grants and funding to sustain and expand Borderless’ initiatives. The ideal candidate will possess exceptional leadership, program management, and partnership development skills, ensuring programs meet the highest standards and make a measurable impact on communities.


Key Responsibilities

Program Leadership and Strategic Management

  • Lead the development and implementation of comprehensive programs aligned with organizational goals and community needs.
  • Ensure programs address current challenges and capitalize on opportunities for growth and innovation.
  • Collaborate with senior leadership to develop and align program strategies with organizational objectives.
  • Expand program reach and impact through effective planning and execution across all operational centers.

Program Cycle Management

  • Oversee the full program cycle, including needs assessments, planning, execution, monitoring, evaluation, and reporting.
  • Establish robust MEL frameworks to track program progress and outcomes.
  • Incorporate learning and evidence-based practices into program designs to drive continuous improvement.
  • Ensure adherence to the Do No Harm principle and uphold PSEA (Protection from Sexual Exploitation and Abuse) standards.

Team Leadership and Capacity Building

  • Lead, mentor, and support program teams, fostering a culture of accountability and excellence.
  • Build the capacity of staff through training, knowledge-sharing, and professional development opportunities.
  • Assign tasks, define roles, and monitor staff performance to achieve program objectives effectively.
  • Promote collaboration and communication across teams to ensure unified efforts in program delivery.

Partnership Development and Representation

  • Cultivate and maintain strong relationships with donors, partners, and stakeholders.
  • Represent Borderless NGO in sectoral meetings with international partners and local authorities, including MEHE and MOSA, to advocate for the organization’s mission and programs.
  • Identify and pursue new partnership opportunities to enhance Borderless’ programs and secure funding.
  • Negotiate partnership agreements, ensuring mutual benefits and compliance with organizational goals.

Fundraising and Resource Mobilization

  • Lead the development of high-quality funding proposals and grant applications to secure program resources.
  • Proactively identify new funding opportunities and develop tailored approaches for donor engagement.
  • Build a pipeline of funding prospects to ensure the sustainability of Borderless’ programs.

Budgeting and Financial Management

  • Prepare and manage program budgets in collaboration with the finance team, ensuring effective use of resources.
  • Monitor expenditures and provide regular financial updates to donors and leadership.
  • Ensure compliance with donor financial guidelines and organizational policies.

Monitoring, Evaluation, and Reporting

  • Develop detailed program reports, showcasing impact, outcomes, and lessons learned for internal and external stakeholders.
  • Analyze program performance data to inform future strategies and identify areas for improvement.
  • Maintain transparency in reporting to donors and ensure all reports meet their requirements and expectations.

Compliance and Risk Management

  • Ensure all programs adhere to Borderless NGO’s zero-tolerance policy for unethical behavior, including strict compliance with anti-corruption and anti-fraud measures.
  • Identify and mitigate risks related to program implementation and partnerships.
  • Uphold organizational values, including inclusivity, accountability, and ethical conduct in all activities.

Qualifications and Skills

  • Bachelor’s degree in Development Studies, Social Work,  Business Managment or related fields (Master’s degree preferred).
  • 5–7 years of experience in program management, partnerships, and resource mobilization, preferably in the NGO sector.
  • Proven success in proposal writing and securing grants from major donors.
  • Demonstrated expertise in team management, strategic planning, and stakeholder engagement.
  • Strong financial acumen with experience in budgeting and financial reporting.
  • Advanced knowledge of program monitoring, evaluation, and learning frameworks.
  • Exceptional communication, negotiation, and interpersonal skills.
  • Fluency in English and Arabic (written and spoken).
  • Commitment to Borderless NGO’s values, including inclusivity, transparency, and ethical accountability.
