1. Background & Objective
Hivos MENA is seeking a consultant to conduct a comprehensive study and stakeholder analysis of the anti-gender movement in the MENA region, with a specific focus on Jordan, Lebanon and Tunisia. The study aims to monitor anti-gender, anti-rights, and SRHR-opposing actors and will serve as a foundational assessment of the dynamics and influence of these movements.
The primary objective of this consultancy is to analyze the anti-gender movement in the MENA region, exploring its widespread effects on marginalized communities in Jordan, Lebanon, and Tunisia. The insights gained will enhance the gender, equity, diversity, and inclusion (GEDI) programming in the region, enabling the organization to adapt to the evolving socio-political landscape. Ultimately, the study will provide strategic recommendations to empower civil society in defending human rights and fostering inclusivity in the face of growing opposition.
2. Scope of Work
Jordan, Lebanon and Tunisia
The consultant will be responsible for conducting a study that will:
Identify and map the landscape of anti-gender, anti-rights, and SRHR-opposing actor and analyse their strategies, narratives, and influence.
Monitoring recent activities, trends, and developments related to anti-gender and anti-rights actors.
Examine the socio-political context in which these movements operate, including the influence of religious, political, and media entities.
Identify key challenges faced by sexual and gender minority groups due to these movements.
Assess the current capacities and strategies of civil society organizations to counter these movements
3. Methodology
The consultant is expected to employ a mixed-methods approach with a triangulation method, including but not limited to:
Desk review of existing literature, reports, and data.
Stakeholder mapping and analysis.
Qualitative interviews and consultations including detailed case studies of specific anti-gender movements or incidents in Jordan, Lebanon and Tunisia.
Data analysis and synthesis.
The consultant is expected to use a triangulation method and combine qualitative and quantitative data to cross-validate findings.
4. Deliverables
The consultant is expected to deliver:
An inception report outlining the methodology, work plan, and timeline.
A draft report with preliminary findings and analysis.
A final comprehensive report with detailed findings, analysis, and strategic recommendations.
A presentation of key findings and recommendations to relevant stakeholders.
5. Duration & timeline
The consultancy is expected to be completed by end of January 2025 with the assignment starting December 2024.
6. Required Qualifications
Advanced degree in social sciences, human rights, gender studies, or a related field.
Proven experience in conducting stakeholder analysis and monitoring studies, particularly in the context of anti-gender movements.
Strong understanding of the socio-political context in Jordan, Lebanon and Tunisia.
Excellent research, analytical, and writing skills.
Fluency in English, verbal and in writing; ability to speak Arabic is mandatory; and French is an asset.
Experience in research related to gender studies/theory and/or SOGIESC
