Context & Background

Reducing the need to burn material for energy (reducing costs) by integrating two-layer solution of energy recovery and exchange:

  • From excess steam water (Steam-Water HE) (HRboiler)
  • From condensate water (Water to water heat exchanger) both contributing towards our feedwater loop

Scope of Work

The consultant will be responsible for the following tasks:

  • System Assessment and Analysis
    • Conduct an on-site assessment of the existing HFO mounted on boiler water  closed loop and associated cooling systems.
    • Analyze current thermal performance, identifying inefficiencies and potential improvements.
  • Design and Engineering
    • Develop customized heat-exchanging system designs for the 3-10 MW HFO mounted on boiler water  closed loop.
    • Ensure that designs are aligned with operational requirements, environmental conditions, and international standards.
  • Implementation Planning and Supervision
    • Prepare a detailed implementation plan, including specifications for equipment, materials, and installation processes.
    • Supervise the installation, integration, and commissioning of the heat-exchanging systems.
  • Testing and Validation
    • Conduct performance tests post-installation to verify the efficiency and reliability of the new systems.
    • Identify and resolve any issues during the testing phase to ensure optimal functionality.
  • Training and Documentation
    • Provide training for Unipack Tissue Mill personnel on system operation and maintenance.
    • Deliver comprehensive technical documentation, including system manuals and maintenance guidelines.

Deliverables

The consultant will provide the following deliverables

  • Deliverable 1: System Assessment Report
    • Detailed report on the existing system’s performance, inefficiencies, and recommended improvements.
  • Deliverable 2: Heat-Exchanger System Design Package
    • Complete set of design documents, including system schematics, technical drawings, and engineering specifications.
  • Deliverable 3: Implementation and Testing Report
    • Report on the installation process, commissioning outcomes, and performance testing results.   
  • Deliverable 4: Training and Documentation Package
    • Training materials and operational manuals for the new heat-exchanging systems.
    • Final project report summarizing the design, implementation, and testing phases, along with recommendations for future improvements.

  Qualifications

The selected consultant or consulting firm must have the following qualifications:

  • At least 7-10 years of experience working with heavy fuel oil (HFO) generating sets, ideally including both operation and maintenance.
  • Proven track record managing large-scale engineering projects, especially in the area of system design, installation, and commissioning.
  • Proficiency in conducting on-site assessments and diagnosing performance inefficiencies in HFO generating systems and associated cooling systems.
  • Strong project management and communication skills.
  • Ability to conduct training and provide hands-on support.
  • Strong communication and stakeholder coordination skills.
  • Professionalism and Ethics: Adherence to professional standards, confidentiality, and ethical conduct
  • Company profile highlighting relevant qualifications and experience
  • Use of tools and methods to finalize the consultancy mission with the support of the beneficiary
  • Applications to this proposal can be from independent trainers/consultants, Corporate or Agency

How to apply

The selected Consultant is expected to start his/her activities at the soonest after selection, and the contract’s duration is 3 months, covering a minimum of 30 hours, with a budget of up to 4,730 Euro.  

Candidates should submit the following documents:

  • Technical (maximum two pages) describing the methodology to conduct the work based on the content suggested in the section: “Scope of Work, and Deliverables” elaborating it further.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs shall be included as an annex) along with project references on the topic.
  • Financial Proposal describing the expected remuneration and the proposed period of the intervention.
