Bekaa Hospital needs to develop a green building study to be implemented in their new facility which is currently under construction to be able to achieve a green building certification

Objective

The objective of this consultancy is to conduct a comprehensive green building study for an under-construction hospital facility. The study aims to assess the project’s alignment with sustainable construction practices, propose strategies for achieving green building certification (e.g., LEED, WELL, or BREEAM), and provide recommendations to enhance environmental performance throughout the facility’s lifecycle.

Scope of Work

The consultant will be responsible for the following tasks:

  • Project Review and Data Collection
    • Conduct a detailed review of the hospital's architectural, mechanical, electrical, plumbing, and construction plans.
    • Gather and analyze relevant project data, including construction timelines, material specifications, and energy models.
    • Coordinate with key stakeholders (design teams, contractors, and hospital management) to understand the project’s objectives, challenges, and sustainability goals.
  • Assessment of Green Building Potential
    • Evaluate the project’s potential to meet the requirements of relevant green building standards (e.g., LEED Healthcare, WELL, BREEAM, or local standards).
    • Identify key sustainability indicators such as energy efficiency, water management, indoor environmental quality, and waste reduction.
    • Analyze site selection and environmental context, including access to public transportation, landscaping strategies, and stormwater management.
  • Development of Green Building Strategies
    • Propose cost-effective strategies to enhance the hospital’s environmental performance in key areas:
      • Energy Management: Renewable energy options, building envelope improvements, energy-efficient HVAC systems, etc.
      • Water Conservation: Water-saving fixtures, greywater reuse, and rainwater harvesting.
      • Indoor Air Quality: Material selection, ventilation improvements, and air filtration systems.
      • Waste Management: Construction waste reduction strategies and recycling programs.
    • Provide sustainable material recommendations and supply chain strategies (e.g., use of low-emission materials, locally sourced products).
  • Certification Roadmap
    • Develop a roadmap outlining steps required to achieve targeted green building certification(s).
    • Identify key milestones, responsible parties, and documentation requirements for certification.
    • Provide estimated timelines and budgets for certification compliance.
  • Reporting and Deliverables
    • Submit a preliminary report with initial findings and recommendations.
    • Prepare a final detailed green building study report, including:
  • Green building potential assessment
  • Recommended sustainability strategies
  • Certification roadmap and compliance checklist
  • Cost-benefit analysis of proposed strategies
    • Deliver presentation(s) to project stakeholders, including summary reports, findings, and recommendations.

Deliverables

  • Deliverable 1: Preliminary Report
  • Deliverable 2: Final Green Building Study Report
  • Deliverable 3: Stakeholder Presentations

  Qualifications

The selected consultant or consulting firm must have the following qualifications:

  • Proven experience with green building projects, especially in healthcare facilities.
  • Knowledge of relevant green building standards (LEED, WELL, BREEAM, etc.).
  • Expertise in sustainable design, energy modeling, water management, and environmental assessment.
  • Strong communication and stakeholder coordination skills.
  • Certification in relevant fields (LEED Accredited Professional, WELL AP, etc.) is preferred.
  • Professionalism and Ethics: Adherence to professional standards, confidentiality, and ethical conduct
  • Company profile highlighting relevant qualifications and experience
  • Use of tools and methods to finalize the consultancy mission with the support of the beneficiary
  • Applications to this proposal can be from independent trainers/consultants, Corporate or Agency

How to apply

The selected Consultant is expected to start his/her activities at the soonest after selection, and the contract’s duration is 3 months, covering a minimum of 30 hours, with a budget of 4,730 Euro.  

Candidates should submit the following documents:

  • Technical (maximum two pages) describing the methodology to conduct the work based on the content suggested in the section: “Scope of Work, and Deliverables” elaborating it further.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs shall be included as an annex) along with project references on the topic.
  • Financial Proposal describing the expected remuneration divided as per the deliverables listed above and the proposed period of the intervention.
