JOB PURPOSE: with a focus on the Lebanon emergency response, to help deliver Oxfam’s strategy and programme to protect those we work with from sexual exploitation and abuse perpetrated by Oxfam representatives. He/she will support management in coordinating the implementation of Oxfam’s safeguarding policies and procedures at country-level.

IMPACT
The Safeguarding Officer will play an important role in contributing to the delivery of Oxfam’s strategy and program in line with the Safeguarding policy and standards through:
- Providing professional safeguarding advice and support to senior managers and country teams.
- Contributing and ensuring adequately resourced safeguarding plans in operational planning.
- Influencing managers, staff and volunteers and developing effective networks with external bodies, i.e. participate in and contribute to PSEA networks.
- Where appropriate support the safeguarding team in investigation concerning allegations of SEAH and Child abuse.
- Implementing Safeguarding best practices in line with legal compliance.
- Promote a safe environment in which we are all responsible for challenging abuse and exploitation.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Receive safeguarding concerns/reports and support response
- Sensitively receive safeguarding complaints and related information, and report these concerns, in accordance with Oxfam SOPs.
- Facilitate referral of survivor(s) for immediate, professional assistance, and keep complainant(s)/survivor(s) informed of case progress in case of investigations, as appropriate.
- Maintain overview of referral pathways and legal context in Lebanon and monitor care provided to survivors.
- Where appropriate, and as requested by Safeguarding Team, provide logistical or other support during safeguarding queries and investigations.
- Support the Country Team to embed safeguarding reporting procedures throughout the team’s work, including program.
- Engage and support relevant teams in-country to ensure safeguarding is properly resourced.
- Strengthen capacity and raise awareness about Oxfam policies and procedures regarding sexual exploitation, sexual abuse and child abuse
- Review designed training materials and deliver its sessions and or materials in line with safeguarding shared service materials on awareness raising and other capacity strengthening activities for staff, volunteers, partners, communities in need and others across Oxfam in Lebanon.
- Work with HR and other relevant personnel (e.g. gender, protection) on Safeguarding related aspects, including ensuring that all personnel sign the code of conduct and that screening and safe recruitment processes are implemented.
- Provide support and guidance to staff/others on safeguarding policies and procedures, including reporting mechanisms and the safeguarding case management process when appropriate.
- Ensure proper implementation of the Safeguarding action plan.
- Promoting best practice, including in an inter-agency context
- In coordination with the Regional Safeguarding Advisor, support senior managers and other technical teams on Safeguarding related issues and processes.
- Coordinate with the Regional Safeguarding Advisor to document and promote best practice regionally.
- Participate in and contribute to PSEA/Safeguarding networks with other organisations.
- Other tasks
- Advise and support (part-time) Safeguarding Focal Points in field locations within the country.
- In coordination with Regional Safeguarding Advisor, provide regular reports and revisions to work.

- Coordinate safeguarding risk assessments and monitoring, including through consultations with communities, in a safe, timely and effective manner while maintaining high levels of confidentiality, and support implementation of risk mitigation and safe programming plans.
- Report on the Safeguarding Progress to the country leadership team and regional Safeguarding Advisor.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
- Applicants with an undergraduate degree (Bachelor) in social sciences and humanities including but not limited to development studies, law, sociology, international relations will be required to have a minimum of 2 years relevant experience in Safeguarding / PSEA / Protection, gender, GBV or related fields.
- Experience of working with children and adults who have witnessed or experienced exploitation and abuse.
- Experience in delivering trainings and/or awareness raising messages.
- Strong understanding of the Lebanon context and ways of working.
- Ability to work collaboratively with a wide range of stakeholders and influence using a variety of different styles, considering cultural differences.
- Commitment to follow procedures, take guidance and instruction from Regional Safeguarding Advisor.
- Able to work professionally and with a high degree of confidentiality always.
- Excellent written and spoken Arabic and English.
- An understanding of sexual harassment, exploitation and (child) abuse risk factors (such as gender and power inequalities, in particular in emergency settings.
- Commitment to upholding and modelling Oxfam’s values, demonstrating integrity, diplomacy, professionalism, reliability, and resilience always.
- Excellent communication skills
- Excellent self-awareness and understanding of the need for self-care.
Desirable
- Good understanding to the use of Microsoft Office pack and IT tools.
- Experience in working with Local NGOs.
