Position’s mission:
Scope of Work: Under the supervision of the Project Manager and in close collaboration with the Regional MHPSS Specialist, and MHPSS Officer, the MHPSS Technical Officer contributes to the implementation of HI mandate and strategy (expressed in StratOp) in Lebanon. The MHPSSTO ensures the translation of strategic goals into effective response actions. He/she upholds and facilitates the implementation of the strategic technical framework (StraTech) at the program level, adapting approaches dynamically to meet the needs of the context. The MHPSS TO contributes to the implementation of projects by providing advice and delivering technical expertise and training to HI teams, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention. He/she closely collaborates with the Regional MHPSS specialist in the development of the sector, writing proposals, and general technical advisement, ensuring that the interventions are swift, effective and coordinated. In addition to advising on project implementation, the MHPSS TO provides clinical training and supervision to partners’ psychologists and MHPSS Social Workers to ensure effective delivery of MHPSS services.
Reports to: Project Manager (PM).
Collaboration and Support: Within the project structure, the MHPSS TO collaborates closely with various positions and teams to facilitate effective program delivery and support:
- Internal: Operations Team, Health Project Team, Regional MHPSS Specialist, MEAL staff, support services team.
- External: project partners (including Psychologists and social workers), the authorities in the project area implementation, National Mental Health Programme (NMHP), other stakeholders including local organizations and iNGOs in the area of implementation.
Area of Intervention:
- Office in Beirut, and Alay
Frequent field visits to other areas of intervention
Responsibilities
Responsibility (:1): Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
- Deliver advanced technical guidance to HI teams and partners on implementing MHPSS interventions that align with HI’s strategic goals.
- Ensure the integration of MHPSS activities within Rehabilitation, GBV, and RH services, adapting approaches to address the evolving needs of the context, especially for vulnerable groups such as children, caregivers, and persons with disabilities.
- Lead the development of age- and gender-sensitive strategies, ensuring compliance with IASC, Sphere, and WHO standards, and recommend improvements for enhanced quality and impact.
- Regularly update and adapt technical documentation to respond to changes in context and project needs.
- Manage and initiate research and data collection activities to inform and improve the responsiveness of MHPSS interventions.
- Develop policy guidance to support HI’s contributions to MHPSS sector improvement at the national level.
Responsibility (2): Providing Capacity Building and Clinical Supervision
- Identify training needs across projects and design a comprehensive training plan for HI staff and partners involved in MHPSS.
- Deliver high-level training and clinical supervision in areas such as Psychological First Aid, Crisis Management Protocols, scalable interventions and evidence-based psychotherapies (e.g., IPT, CBT, trauma-focused approaches).
- Provide ongoing clinical support and supervision to partner staff, ensuring a high standard of care through skills enhancement and competency development.
- Guide and refine clinical practices among partner staff using structured methods such as case discussions, role-plays, and supervision sessions.
- Support the strategic direction of program implementation in collaboration with the MHPSS Specialist, enhancing technical frameworks for effective data collection and outcome monitoring.
Responsibility (3): Ensuring Regular Reporting and Knowledge Management
- Provide regular, in-depth reports to the Project Manager and MHPSS Specialist, including technical recommendations and quality improvement insights.
- Develop monitoring tools and conduct assessments to evaluate MHPSS service quality among partners.
- Contribute to creating technical guidelines and protocols, ensuring the alignment of field data collection with reporting standards in collaboration with the MEAL department.
- Prepare monthly plans and conduct regular discussions with the Project Manager and MHPSS Specialist on project progress.
- Assist with proposal development alongside the MHPSS Specialist when needed.
Responsibility (4): Ensuring the internal technical training of his/her sector on cross-cutting themes
- Participate in technical recruitments and conduct necessary trainings for newly hired MHPSS staff.
- Collaborate on skill development and capacity-building plans for MHPSS professionals, including assessing competencies and identifying coaching needs.
- Contribute to the development of a local talent pool by conducting technical interviews, recommending candidates, and providing coaching.
- Facilitate a community of practice and coordinate professional development with the technical division.
Responsibility (5): Contributing to Ensure the External Technical Influence of HI on its Perimeter
- Represent HI’s MHPSS technical expertise in relevant networks and collaborate with local, regional, and international partners.
- Support HI’s visibility and advocacy efforts by developing new project content and contributing to proposals for MHPSS integration in future projects.
- Coordinate with technical partners as directed by the MHPSS Specialist and Project Manager to ensure aligned and effective interventions.
Responsibility (6): Emergency Preparedness and Response Responsibilities
- Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

Education:
Essential:
• MA in Clinical Psychology with MOPH license to practice.
• Certification in an evidence-based psychotherapy (e.g., CBT, IPT)
Prefferable :
• Certification/training in scalable interventions such as SH+, PM+
• Other certificates demonstrating continuous professional development.
Experience:
Essential
- Minimum 3 years’ experience as a clinical psychologist
- Minimum of 4 years practical experience in working with non-governmental organizations in emergency and/or development contexts.
- Experience in providing professional capacity building and trainings to teams
- Experience in providing clinical supervision to mental health professionals, including psychologists.
Preferrable:
• Practical experience in working with vulnerable populations including persons with disabilities.

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.
Basic Salary: starting 1,960 USD if full time position and will be based on activity rate if part-time position
