Organizational Background:

WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Job Purpose: The Programme Associate will report directly to the Programme Policy Officer while working closely with the Food Security Cluster Coordinator. The incumbent will be providing support to, monitoring and implementation of livelihood activities and coordination of the food Security sector in South, Nabatieh, Beirut and Mount Lebanon Governorates.
Key Responsibilities (not all-inclusive, nor exhaustive):
- Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Coordinate WFPs Livelihoods program at the local level in close collaboration with cooperating partners
- Perform other related duties as required and deemed necessary by the supervisor
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. University degree in the fields of social sciences, development studies, economics, agri-business, or any other related field is considered an asset
Experience: At least six (6) years of experience with progressive responsibility in coordination or implementation role including at least one year in the field of humanitarian and development work or related field.
Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.
Required Experiences for entry into the role:
- Good understanding of resilience and livelihood concepts and issues.
- Practical experience with livelihood and agriculture development programmes.
- Experience working with different stakeholders such as municipalities, NGOs, communities, donors.
- Demonstrated written and verbal communication skills, ability to plan and organize work under tight deadlines, ability to work independently and efficiently.
- Strong relationship-building skills
- Experience in drafting progress reports and utilizing spreadsheets
Desired Experiences for entry into the role:
- Experience working with technical teams like nutrition, VAM, etc.
- Experience in contributing to implementation of programmes.
- Experience in observing or assisting with policy discussions.
- Knowledge of WFP and the wider UN system.
- Proven experience leading small/medium teams.
- Proven capacity to manage sensitive strategic partnerships for the design and set- up of a joint project.
- Proficient computer skills.
- Experience in developing effective relationships with partners and explored new areas to scale-up existing activities and researched new opportunities.
