Key Responsibilities:

1. Project Management & Strategic Leadership

  • Manage Shelter Projects: Lead the design, development, and implementation of shelter activities, ensuring objectives are met on time and within budget. Ensure that projects comply with technical standards, including Sphere, and meet the specific needs of vulnerable groups.
  • Strategic Input: Contribute to developing HAND’s shelter strategy, ensuring it is aligned with national guidelines, humanitarian principles, and donor requirements.
  • Coordination: Work closely with other departments (WASH, Protection, Livelihoods) and ensure shelter activities are integrated into broader humanitarian programming. Collaborate with local authorities, UN agencies, INGOs, and NGOs for a coordinated shelter response.

2. Field Operations & Technical Oversight

  • Field Supervision: Conduct regular site visits to monitor and oversee shelter interventions, ensuring contractors and staff adhere to technical designs and safety standards. Provide technical guidance on repairs, rehabilitation, and construction of shelters.
  • Technical Design: Oversee the development of technical documents, including Bill of Quantities (BoQs), tender documents, and site plans, ensuring compliance with national building regulations and international humanitarian standards.
  • Quality Implementation: Oversee all aspects of shelter implementation, ensuring that activities are executed in a phased manner, addressing immediate and long-term shelter needs.

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • MEAL Implementation: Develop and implement a robust monitoring and evaluation framework to track project progress and impact. Use ethical and sound data collection systems to inform project modifications and improvements.
  • Reporting: Prepare timely, accurate, and detailed reports for internal management, donors, and partners. Ensure all activities are reported through applicable platforms such as ActivityInfo, Inter-Agency reporting, and RAIS.

4. Budget and Procurement Management

  • Budget Oversight: Manage shelter project budgets, ensuring expenditures align with project plans and donor guidelines. Adjust financial plans as necessary to optimize resources.
  • Procurement: Collaborate with the logistics and procurement teams to ensure the sourcing and timely delivery of shelter materials. Monitor the tendering and contracting processes to ensure transparency and compliance with organizational policies.

5. Coordination and Stakeholder Engagement

  • Coordination: Represent HAND in inter-agency shelter working groups, liaising with local authorities, UN bodies, and NGOs to ensure alignment with national and international shelter strategies.
  • Stakeholder Engagement: Build and maintain strong relationships with beneficiaries, community leaders, and partners to ensure shelter interventions meet local needs, including the specific vulnerabilities of women, children, and people with disabilities.
  • Internal Coordination: Regularly liaise with the protection, education, and WASH teams to ensure a multi-sectoral approach to addressing the needs of displaced populations.

6. Staff Management & Capacity Building

  • Team Management: Supervise and mentor the shelter project team, providing technical guidance and overseeing daily operations. Conduct performance evaluations and manage work plans to ensure timely delivery of activities.
  • Capacity Building: Identify the training needs of staff and partners, providing coaching and ongoing technical support to ensure quality shelter programming. Conduct workshops and on-the-job training to enhance team capacities.

7. Proposal Development

  • Proposal Writing: Support the development of concept notes, proposals, and log frames for new shelter projects, ensuring they align with country strategy, donor priorities, and sector needs.
  • Resource Mobilization: Collaborate with the Programs unit and fundraising team to secure funding for shelter activities, participating in donor meetings as needed.

Qualifications and Skills

Education:

  • A BA or Master's degree in architecture, Civil Engineering, or a related field is required.

Experience:

  • At least five years of experience in shelter programming in humanitarian settings or similar projects, focusing on designing, implementing, and managing shelter projects.
  • Proven experience working with displaced populations and refugee communities in Lebanon or similar crisis contexts is highly desirable.

Technical Skills:

  • Expert knowledge of international shelter standards and national shelter guidelines, particularly regarding construction and rehabilitation in crisis settings.
  • Experience developing technical documents, including BoQs, tendering processes, and construction and repair contracts.
  • Proficiency in AutoCAD and engineering software for developing shelter designs and technical specifications. Utilize AutoCAD and other engineering software to develop shelter designs and technical specifications. Ensure all plans and drawings are accurate and meet local and international standards.
  • Knowledge of Microsoft Office software, specifically Word, Outlook, and Excel. Ability to learn and willingness to widen one’s technical knowledge and skills.
  • Ability to conduct technical assessments and feasibility studies for large-scale shelter interventions.
  • Knowledge in data management and analysis and ability to quantify collected information.

Soft Skills:

  • Leadership & Team Management: Strong leadership and organizational skills with the ability to supervise and mentor large teams.
  • Problem-solving: Proven ability to adapt to dynamic environments and resolve complex challenges under pressure.
  • Communication: Excellent written and verbal communication skills, with the ability to engage with diverse stakeholders, including donors, local authorities, and humanitarian partners.

Languages:

  • Fluency in English and Arabic is required.
