PRESENTATION OF THE ORGANIZATION

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

 

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

DESCRIPTION OF THE POSITION

General objective:

The finance coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission.

As coordinator, he/she is responsible for guaranteeing the financial balance of the mission and for ensuring that all Solidarités International procedures, donor procedures and all laws of the country in which Solidarités International is intervening are respected.

He/she is the point of reference for the mission, and the link between headquarters and the mission for all matters relating to management, accounting and budget monitoring.

 

The main challenges:

  • Increase in volume of activities due to the ongoing emergency
  • Foreseen high number of proposals and reports

 

Priorities for the 2/3 first months:

  • Reporting on 2024 interventions
  • Accounting and internal reporting for 2024
  • Preparation of budgets for emergency response and for 2025
  • Coordination of finance archiving in preparation for a context deterioration

 

Responsibilities and main activities:

Analysis of the socio-economic context

  • Identify administrative partners
  • Monitor the development of exchange rates and prices

 

Team management

  • Coordinate, plan and supervise the activities of the financial administrative team
  • Lead meetings for the financial administrative team
  • Train and appraise the financial administrative team
  • Recruit according to allocated resources and operational strategy
  • Plan finance workshops for finance and non-finance colleagues’ capacity building
  • Visit the bases on at least on a monthly basis

 

Financial, accounting and budgetary management

  • Prepare and consolidate the financial sections of proposals
  • Integrate the new donor contracts into the financial management of the mission’s projects, adhering to Solidarités International procedures
  • Participate in building the co-funding map between donors
  • Consolidate and check the mission’s monthly closing accounts
  • Verify the accounts before they are sent to headquarters
  • Consolidate and check the allocation boards
  • Ensure compliance with the purchase validation cycle
  • Monitor the mission’s operating costs
  • Complete the consolidation of monthly budget follow-up and ensure that the mission remains financially stable
  • Make connections between budgetary consumption and activity progress. Propose solutions if necessary
  • Oversee shared costs methodology implementation at mission level for monthly keys preparation
  • Prepare, monitor and revise the mission’s financial programming
  • Train the mission’s senior staff in how to use the budget follow-up
  • Prepare and assist with possible audits or inspections

 

Administrative management of the mission

  • Negotiate and draw up partnership contracts with local partners and ensure that they are followed and complied with
  • Supervise paper and digital record-keeping, as well as ensuring the security of administrative documents
  • Supervise the quarterly mailing of administrative archives to headquarters after validation of the Internal Control Department

 

Cash management

  • Compile and monitor cash flow forecasts and forward them to headquarters
  • Manage the cash flow between headquarters and the mission, and ensure that bases receive supplies
  • Ensure that the cash box and coffers are well kept and that funds are secure at all bases, as well as cash management as a whole according to SI regulations
  • Coordinate annual or ad hoc revision of mission cash management SoP’s

 

Reporting/communication

  • Ensure regular financial reporting to headquarters, on a schedule defined by the administrative calendar
  • Ensure that Solidarités International’s in-country registration is followed up
  • Organize and run information and coordination meetings
  • Produce financial reports that are in line with financial donors’ administrative procedures
  • Establish and maintain relationships with the administrative authorities at the national level. 
  • Take part in meetings relating to administrative aspects, represent Solidarités International when asked/delegated to do so
  • Act as a link between headquarters and the field for all matters relating to finance

PROFILE NEEDED

Studies : BA

Experience : 3 years in similar positions within the NGO sector

Language : Spoken and written English, Arabic

IT : Office package, Outlook, good knowledge of Excel, knowledge of SAGA is a bonus 

Qualification : 

Good knowledge of accounting and budget cycle.

Good communication skills, within mission and with HQ, within finance team and with other departments.

Soft skills : Appetence for team work. Capacity to absorb workload when needed.

A salaried post :  3,090 USD as basic salary

Vacation : 1.75 paid leave per month
