Accountability and Complexity (Program Implementation Management)  

  • Ensure proper mobilization and daily implementation of programs’ field-related activities (technically and operationally) through constant internal coordination and regular follow-up with relevant RI staff in all departments (Operation, AAP, Finance, Mental Health, and MEAL) with the oversight of the Program Coordinator. 
  • Responsible for preparing, equipping, supervising, and managing the Learning Center. 
  • Responsible for submitting needed Purchase Requests (PRs) along with receiving goods and services ordered (stock counting and managing remaining stock in coordination with the operations department). 
  • Prepare the ATM card distribution events in the area of implementation. 
  • Responsible for managing the Education Assistants (EAs), including but not limited to employee relations, grievances, leaves management, empowerment, training and development, performance objectives, capacity building, and completion of performance evaluations in a comprehensive and timely manner;  
  • Issues faced in any of the above-mentioned aspects should be reported to the HR Team, C&E Program Coordinator, and C&E Program Manager; all decisions taken should be in alignment with RI’s policies and procedures.  
  • Conduct monitoring observation on Education Assistants on a bi-weekly and monthly bases in coordination with the Education Technical Lead (ETL). 
  • The ECO is responsible for a day-to-day follow-up with RI’s EAs during the implementation of the Cash and Education Programs. 
  • The ECO will be responsible for the division of the EAs dialogue along with the logistics preparations and coordination with MH department (learning schedule and distribution of children between EAs). 
  • Responsible for the implementation of all projects’ activities (Homework Support Groups (HSGs) sessions, summer remedial activities, social cohesion activities, and celebrations in the area of RI’s intervention). 
  • Responsible for creating and monitoring students’ plans in all implemented activities (HSGs plan, remedial plan, lessons plan, etc…). 
  • Responsible for forming parents' and caregivers’ groups in the intervention area to attend the awareness sessions. 
  • Ensure the acceptance and the visibility of the project and its objectives among the targeted participants, their families, and local communities by consistent professional and humanitarian comportment at all times. 
  • Ensure clear information communication with beneficiaries regarding the cash assistance activities and procedures, the mental health and PSS activities, and the Summer Remedial Support activities. 
  • Identify and refer cases of children who are identified to have any protection risks to AAP & MH Teams internally and to other service providers externally through RIMs and IRFs. 
  • Provide daily updates to the Cash and Education Program Coordinator regarding the progress of tasks, risk areas, problems, successes, issues faced with the schools targeted, refugees, and/or host communities, critical work delays, and all related aspects. 
  • Accurately report on the attendance of children to the Homework Support Group and the Summer Remedial Support activities. 
  • Conduct field visits to children’s caregivers to follow up on the reasons of absenteeism (Justified/Unjustified) on daily basis. 
  • Other duties as requested by C&E Program Coordinator. 

Reporting and Documentation 

  • Responsible for the hard/soft copies archiving (children certificates, children absenteeism reports, tests etc.).  
  • Submit the monthly reports and quarterly reports to RI’s C&E Program Coordinator. 
  • Responsible for identifying and submitting success stories every quarter. 
  • Responsible for submitting Cash Loading sheets every month for cash execution.  
  • Responsible for vetting participants using CSI platform. 
  • Responsible on updating and editing Data Master Lists to ensure proper reporting on targets. 
  • Responsible for archiving photos of activities. 

Coordination 

The Job Holder reports directly to the Cash and Education Program Coordinator; under the supervision and coordination of the Cash and Education Program Coordinator; the Job Holder should follow up with other team members and departments to implement the needed work plans:  

  • Coordinate with HR department on any new recruitment/vacancy. 
  • Work closely with the operations department to equip RI’s community centers and follow up with the operations department on all requests submitted by the program team. 
  • Coordinate closely with Mental Health team to properly implement the PSS, Life Skills, and parental sessions. 
  • Closely coordinate with RI’s ETL on EAs workflow to smoothly evaluate, monitor, and support their performance. 
  • Participate in internal and external meetings as requested.  
  • Participate in internal and external trainings as requested.

  • Ensure own actions and the actions of the team members they manage do not adversely impact the safety of the RI team and the vulnerable communities we serve 
  • Ensure donors, partners, and communities are aware of RI conduct and reporting mechanisms  
  • Ensure safeguarding is embedded in all the work we do  
  • Be responsible for ensuring culture and systems in place for reporting 
  • Report any concerns 

Span of control and decision making 

  • The ECO should take decisions related to the accountabilities outlined above seeking approval from the C&E Program Coordinator. Any decision beyond her/his realm of responsibility should be discussed with the C&E Program Coordinator.
