M&E and Com Officer

BACKGROUND:
Cedar Centre for Legal Studies is a civil, non-profit centre established in Lebanon in 2013, registered under No. 609. Cedar Centre is dedicated to promoting democracy, human rights, and the rule of law.
Our vision is to see Lebanon as a country that respects the rights of its citizens and residents through democracy, social justice, human rights, and adherence to the rule of law.
At Cedar Centre for Legal Studies, our mission is to serve as a beacon of legal enlightenment and advocacy. We are committed to pursuing justice and aim to elevate the understanding and application of legal principles, fostering a society where the rule of law is a lived reality.
Our work is organized into thematic units, each focusing on specific areas of legal studies through in-depth research, education, and advocacy:
1. Human Rights, Social Justice, and Legal Empowerment Unit.
2. Mediation, Arbitration, and Alternative Dispute Resolution Unit.
3. Preventing and Countering Violent Extremism (PCVE) and Rehabilitation for Victims of Torture Unit.
4. Comparative Legal Systems and Global Governance Unit.
CCLS currently has an office near Al Nour Square, Tripoli, Lebanon and is looking to open a new office in Tripoli.
CCLS is aiming to enhance sustainable access to rehabilitation services and justice for Victims of Torture and their relatives in the North of Lebanon.
Duties and Responsibilities:
CCLS is aiming to open a new center in Tripoli providing rehabilitation services for victims of torture.
The Monitoring, Evaluation, and Communication (M&E and Com) officer will report directly to the executive director.
Duties and Responsibilities
Monitoring and Evaluation (M&E):
1.    Develop and implement M&E frameworks – Create and manage M&E systems, tools, and processes to measure the effectiveness of programs and projects.
2.    Data collection and analysis – Oversee the collection, validation, and analysis of quantitative and qualitative data to assess project outcomes.
3.    Monitoring project progress – Track the implementation of activities and ensure alignment with project goals, timelines, and targets.
4.    Prepare M&E reports – Compile periodic reports summarizing key findings, performance metrics, and recommendations for improvements.
5.    Impact assessments – Conduct or coordinate evaluations and impact assessments, including baseline studies, mid-term reviews, and end-of-project evaluations.
6.    Support program teams – Provide guidance and capacity-building support to program teams in the design and use of M&E tools and methodologies.
Communications:
1.    Develop communication strategies – Design and execute internal and external communication strategies to raise awareness of project goals, outcomes, and impact.
2.    Content creation – Produce and edit reports, press releases, newsletters, social media content, website updates, and other communication materials.
3.    Stakeholder engagement – Maintain regular communication with partners, donors, and stakeholders to provide updates on project progress and success stories.
4.    Media relations – Build and maintain relationships with media outlets, draft press releases, and coordinate media coverage for events and achievements.
5.    Event coordination – Assist in organizing public events, workshops, and conferences, ensuring clear communication and visibility for the organization’s work.
6.    Brand consistency – Ensure that all communication materials align with the organization's brand guidelines and reflect its mission and values.
Qualifications and Education
Education:
•    A Bachelor’s degree in a relevant field such as Social Sciences, Development Studies, Communications, Journalism, or a related discipline. A Master’s degree in any of these fields is preferred.
Experience and Skills:
•    Minimum 3-5 years of experience in monitoring and evaluation, communications, or a similar position, preferably within the non-profit, NGO, or development sector.
•    Proven experience in developing M&E frameworks and using various M&E tools and methodologies.
•    Strong analytical skills with the ability to interpret data and present findings in a clear and concise manner.
•    Demonstrated experience in creating content for multiple platforms, including social media, websites, and press releases.
•    Excellent written and verbal communication skills in English and Arabic.
•    Proficiency in data analysis software (e.g., Excel, SPSS, or similar) and communications tools (e.g., Adobe Creative Suite, WordPress, etc.).
•    Strong organizational skills and the ability to manage multiple tasks and deadlines simultaneously.
•    Experience working with media outlets and coordinating public relations efforts.
•    Ability to work independently and as part of a team, with strong interpersonal and stakeholder engagement skills.
Preferred Qualifications:
•    Experience in conducting or supporting impact assessments and program evaluations.
•    Knowledge of digital marketing and social media management.
•    Prior experience working in Lebanon or the Middle East and understanding of the socio-political context is a plus.
Location:
The M&E and Com Officer is based in the new office of CCLS in Tripoli.
