Job Purpose:The Senior Finance Officer will support in the financial management of Concern Worldwide in Lebanon, ensure compliance with relevant donor guidelines and Concern Worldwide policies. With the guidance of the Country Financial Controller, they will oversee the day-to-day operations of the finance function and year-end. The Senior finance officer plays an integral role in ensuring that the objectives and requirements of the finance function are met.
Main duties &Responsibilities:
Task 1: Financial Management & Accounting
- Prepare monthly management accounts reports according to CWW monthly financial cycle.
- Check and verify supporting documents, including coding, authorization level and validity.
- Review payroll for local staff / international staff.
- Follow up on project budget and extract reports from MGP for senior management on demand. Provide analysis for budget follow up.
- Prepare and support with the year-end process, and ensure that all steps are completed accurately and to the required timescale.
- Coordinate during internal and external audit.
- Follow up with the budget holders all related budget expenditures VS activities, and process adjustments when required.
Task 2: Cash management
- Manage the cash according to CWW policies and regulations.
- Reconcile Petty Cash and Safe with cash count and surprise cash count.
- Coordinate the process of financial documentation and maintain the internal control system for documentation.
- Maintain MGP system cashbooks updated, and upload all cashbooks, entries and payroll into MGP according to the monthly financial cycle.
- Manage and follow up open advances.
Task 3: Admin, Coordination and Reporting Task
- Support in reporting to authorities on tax/ any related matters according to the local tax rules and regulations.
- Actively contribute to the Country management team meeting.
- Support and review the archive system on weekly basis.
Task 4: Team Management & Leadership:
- Take part with the HR department in the recruitment processes of direct subordinates
- Provide support to the direct subordinates, contribute to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract & follow up on their integration plan
- Ensure that direct subordinates are aware of and comply with all of Concern’s policies and procedures (Code of conduct, HR policy, and others)
- Ensure direct subordinates have accurate job descriptions, brief new joiners on their roles & responsibilities & job success factors, and set SMART objectives
- Ensure that work within the team is fairly distributed, planned and organized in a way which will efficiently & effectively meet the needs of the organization & department, while ensuring that team members are given appropriate workloads
- Monitor and periodically review performance of the direct subordinates through feedback and performance appraisals, hold staff accountable for meeting their success criteria, and give corrective and constructive feedback where required
- Ensuring team motivation, monitor wellbeing of the team dealing with complex cases
- Regularly meeting with direct subordinates for follow up, support, listening to their needs, and others as per the need
- Ensure information circulation & coordination across the team and with other concerned departments when relevant
- Set a work plan and follow up when needed
- Solve & mitigate team conflicts, while ensuring the involvement of the HR department
- Contribute to a healthy working culture in the department

Person specification:
Essential
- Education:
- Bachelor degree in Accounting, Finance or related discipline.
- Experience:
- A minimum of four years of experience in similar field.
- 2 years of team management experience
- Technical Skills Requirements:
- Solid budget management experience
- Financial reporting and management of monthly and yearly processes
- Management of cash related processes
- Coordination of Audits
- Proficient using Microsoft applications. Advanced knowledge of spreadsheets, mainly excel.
- Excellent knowledge of accounting practices
- Other Desirable Skills:
- Knowledge of labor law, tax law in Lebanon
- Experience of accounting procedures on international donors
- Experience of computerized accounting systems such as MGP, or ERP systems
- Excellent at maintaining documentation
- Soft Skills Requirements:
- Excellent analytical, planning skills and attention to details
- Excellent interpersonal, communication and documentation skills
- Ability to multitask and work within deadlines (desirable)
- Job Location: Beirut, Lebanon with occasional days in Tripoli.
