Job Purpose

A Health Case Officer will be in direct contact with patients covered under this program, as well as with focal points at contracted hospitals and primary healthcare centers for referred cases. The Health Case Officer will assess patients' vulnerabilities and continuously ensure they receive the necessary healthcare services. Additionally, he/she will follow up with discharged hospitalized patients and coordinate the corresponding referrals to ensure they receive comprehensive services under this program.

North and Akkar-Field visits is required under this position.

 

Responsibilities

  • Participate in conducting introductory visits to the hospitals before the initiation of the project.
  • Coordinate with PHCCs referring children under 5 and pregnant women for life-saving hospitalization and ensure that the cases meet the hospitalization coverage criteria under this program
  • Coordinate with contracted hospitals regarding admissions and referrals before directing cases from primary health care centers to the designated nearest contracted hospital.
  • Follow up with hospitals' focal points to revise documents needed and track missing information needed for patient approvals and processing.
  • Follow up with PHCCs focal Points on referrals and ensure that the referred cases from primary health care centers are referred to the nearest contracted hospitals upon confirmation from the Health case worker.
  • Prepare commitment letters for the patients covered by Mercy-USA projects in each hospital monthly.
  • Receive and review invoices sent from contracted hospitals for the covered patients before sharing them with the medical coordinator.
  • Conduct phone-based vulnerability assessment with the patients referred from primary health care and who require hospitalization.
  • Assist in the patients’ selection and update regularly the list of patients enrolled in the program.
  • Assist in developing the online tracking tools and keep them well updated while ensuring the confidentiality of information collected is maintained at all times.
  • Prepare and send commitment letters to each beneficiary and hospital detailing the financial contribution of Mercy-USA. 
  • Collect and record beneficiaries' data covered by Mercy-USA through hospitalization support
  • Conduct and track the referral processes between Mercy-USA and other NGOs using the referral tracking tools.
  • Conduct follow-up calls with the caregivers of children under 5 and pregnant women that benefitted from Mercy-USA hospitalization coverage program.
  • File documents in an organized and efficient manner in both paper and electronic formats to facilitate the review of cases.
  • Review rigorously the supporting documents sent by the hospitals required for the payment processing.
  • Conduct field visits to the contracted hospitals in north and Akkar to ensure the quality of services provided.
  • Identify and refer cases in need of other assistance such as mental health support, PNC visits at the PHCC.
  • Keep the Project coordinator well informed about the project challenges encountered.
  • Attend trainings on health, nutrition, and protection topics conducted internally or by other NGOs.
  • Fulfill other duties and requirements as agreed upon with the line management.

Minimum Hiring Requirements 

  • A Bachelor’s Degree in Public Health, Nursing, Pharmacy, or Midwifery.
  • At least 1 year of experience in the health sector.
  • Non-Governmental Organization (NGO) experience is preferable.
  • Demonstrate a high level of cultural sensitivity, professionalism, politeness, and objectivity when dealing with the beneficiaries under all circumstances.  
  • Organization skills, including time management and the ability to meet deadlines.
  • Good command (verbal and written) of English Language.
  • Fluent in Arabic.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
