Context & Background 
Berytech is a leading organization in the Entrepreneurial Ecosystem in Lebanon, that aims to provide a conducive environment for the creation and development of startups, through incubation, business support, counselling, funding, networking, and the company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon.

About ARYAF PROJECT

ARYAF serves Micro, Small, and Medium Enterprises operating in food processing, local hospitality, tourism, the restaurant industry, eco-tourism, and agri-tourism within west Bekaa, Zahle, and South Mount Lebanon.  

The program aims to empower sixty MSMEs (Micro, Small and Medium Enterprises) to increase their sales volume, implement a business continuity plan, and provide training to their staff, including youth, women, and disabled individuals.

The program is funded by The German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für International Zusammenarbeit (GIZ), in partnership with Berytech, within the framework of Strengthening Agriculture, Local Communities and Small and Medium Enterprises project (ACE). 

Scope of Work

As a food safety certifying body, your primary responsibility will be to assess and verify the implementation and effectiveness of systems in various food businesses. You will conduct audits, inspections, and evaluations to ensure compliance with food safety measure principles and standards. Your role will involve reviewing documentation, conducting on-site visits, analyzing data, and issuing relevant certification to the facility.

“Golden Jar” is a leading producer of authentic Lebanese Mouneh products, including various Pickles and Jams. The company's main target is to revive and honor the art of Mouneh-making using natural ingredients and blending modern technology with traditional methods.

The food processing company consists of a receiving area, cold storage area, production area (divided into a preparation area, cooking area, and pasteurization area), a small physicochemical laboratory, and a packaging and storage room.

The total number of employees is 10 full-time employees.

Deliverables

The consultancy is expected to cover the below key responsibilities:

1. Conduct audits and inspections:

  • Schedule and perform audits for the facility based on established HACCP standards and benchmarked schemes.
  • Evaluate compliance with regulatory requirements and industry practices related to food safety, quality assurance, and risk management.
  • Review documentation, policies, procedures, and records to verify their alignment with applicable standards and guidelines.

2. Compliance assessment:

  • Ensure the client’s facility complies with regulatory requirements and industry practices.
  • Interview personnel at various organizational levels to assess their knowledge and understanding of food safety protocols.
  • Review and analyze records, procedures, and processes to identify non-compliance issues.
  • Provide guidance and recommendations to help organizations address non-compliance and improve the food management system if necessary.

3. Certification issuance:

  • Evaluate the overall compliance of client business with food management standards.
  • Prepare audit reports detailing findings, observations, and recommendations.
  • Determine and recommend the applicable certificate.
  • Issue the FSSC certificate – please mention the years covered within the budget.

Qualifications

  • Accredited Certification Body for food management systems.
  • Extensive knowledge of relevant standards such as HACCP, ISO 22000, FSSC 22000 principles, guidelines, and standards.
  • Excellent understanding of potential hazards and control measures associated with restaurant operations.
  • Proven experience conducting audits, inspections, or evaluations within the food industry.
  • Strong understanding of food safety regulations and industry requirements.
  • Excellent communication skills to interact with clients and staff at all levels.
  • Attention to detail and the ability to maintain accurate records and documentation.

Timeline and Application

The selected Consultant/Certifying Body is expected to start his/her activities soon after selection (the effective date is to be confirmed), and the contract duration is up to 1 month.

Candidates should submit the following documents:

  • Technical (maximum two pages) describing the methodology to conduct the work based on the content suggested in the section: “Scope of Work, Outputs, and Deliverables” elaborating it further.
  • Profile and project references (maximum two pages): A brief explanation of the consultant(s) background should be submitted (CVs shall be included as an annex) along with project references on the topic.
  • Financial Proposal describing the expected renumeration and the proposed period of the intervention.

The firm/consultant is required to perform a pre-assessment visit/call to the business to assess and quote accordingly.
