Job Title : Country WASH & Shelter Coordinator
Reports to : Programme Coordinator
Duty Station : Beirut Mount Lebanon with regular field visits to other bases.
Position Type : Full Time
Job Purpose:
The Country WASH & Shelter Coordinator reports directly to Programme Coordinator and he/she will lead, coordinate and support the implementation of all WASH/Shelter-related intervention and operations in the targeted areas. In particular, he/she will ensure the technical oversight in liaison with Project/Program Managers to all Shelter/WASH programming in the bases (Beirut-Mount Lebanon, South, Bekaa, and North) under the supervision of the Programme Coordinator, and all other INTERSOS Shelter-Wash interventions across Lebanon.
Generic Duties:
- Ensure qualitative and timely planning, implementation as well as monitoring and evaluation of INTERSOS activities in compliance with relevant standard operating procedures, Sphere standards, sectorial guidelines and good practices for WASH-Shelter programming, INTERSOS code of conduct and ethical values chart.
- The Country WASH-Shelter Coordinator will coordinate with the Country Logistic Coordinator for the implementation and oversight of the procurement processes related to WASH and Shelter tenders at national level
- Provide technical inputs and recommendations for new and ongoing interventions, and support the development of new proposals, in collaboration and coordination with the Programme Coordinator.
- Supports the drafting of INTERSOS National Shelter-WASH strategy and leads in the development of all relevant INTERSOS Shelter-WASH SOPs to be adopted in all Shelter-WASH programming.
- Ensure coordination with partners to provide effective Shelter and WASH response to emergencies in line with the standards agreed by the sectors’ working groups.
- Act as Shelter and WASH technical lead for INTERSOS Lebanon, mainstreaming Shelter and WASH interventions across INTERSOS Lebanon programming whenever strategic and feasible, linking the work with the wider Country Strategy and country priorities.
- Work with the Programme Coordinator to design specific Shelter-WASH projects.
- Act as a focal point on the subject in external forums in collaboration with the Programme Coordinator to convey and enhance key messages to external stakeholders.
- Keep the Programme Coordinator updated on thematic developments in the field of Shelter-WASH, by summaries of key policies and research documents and disseminating guidelines and best practices, whenever applicable.
- Technically supervise the WaSH & Shelter Managers and Community Support Project Expert to ensure effective implementation of Shelter activities and efficient use of Shelter staff.
- Perform any other duties as assigned by the supervisor.
Specific Duties:
Project implementation:
- Undertake regular field visits to the project sites to provide technical guidance and supervision to the team as well as regularly monitoring the progress of WASH-Shelter activities;
- Carry out start-up and close out workshops for projects when feasible and appropriate;
- Train WaSH-Shelter teams in the use of the various standards and the technical templates including bill of quantities, bill of materials, and technical reporting templates as well as on data entry and analysis;
- Lead technical assessments of Shelter-WaSH needs and of heavy and medium rehabilitation for CSs, LSUs, SSUs in line with INTERSOS and donors’ project criteria, across Lebanon based on INTERSOS’ identified programme priorities.
- Monitor projects’ progress through close communication with Project/Program Managers, monitoring of expenditure and targets against workplan, internal and external communication and problem solving and negotiation with donors (when applicable).
- Ensure project reports are drafted, compiled and updated in information systems.
- Ensure the appropriate documentation is in order for both Shelter-WASH activities and Shelter rehabilitation interventions; participate in the design of tools to be used by the Shelter & WASH team.
- Ensure and promote efficient and cost-effective use of INTERSOS’ assets and resources in order to maximize benefit to beneficiaries.
- Participate & support in the recruitment of all Shelter staff for INTERSOS Lebanon.
Team management and capacity-building:
- Review the daily and weekly activities of the Shelter field teams in relation to the projects’ targets and workplans
- Support, the HR and the Project/Program managers with the recruitment and appraisals of WASH and Shelter Staff.
- Is responsible for the capacity building of the entire WaSH & Shelter team ensuring technical quality
- Draft SOPs for WaSH & Shelter interventions and ensure the respect of it in all projects
- Conduct regular visits and audits and learning events to provide guidance and to ensure adherence to standards and quality.
- Design training materials for capacity building of WaSH & Shelter staff and ensure staff respect the basic principles of WaSH & Shelter and are trained to implement good quality programs
- Work along with the WaSH & Shelter team and Managers to ensure that all interventions are coordinated and that technical resources are available
- Create opportunities for experience sharing and learning within the WaSH & Shelter team to strengthen cooperation and collaboration
Monitoring, evaluation and reporting:
- Ensure with the MEAL department relevant monitoring systems applying a result-based management approach and monitor the project outcomes, in addition to the outputs and activities achieved through the project;
- Update the situation analysis and propose possible programme developments to the Project/Program Manager and Programme Coordinator.
- Provide timely reports to the Project/Program Manager and Programme Coordinator, both for internal and external use.
Coordination and representation:
- Conduct regular meetings with donor representatives and facilitate field visits as needed;
- Establish and maintain regular and collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations working in the target areas;
- Participate in relevant coordination fora such as the National Shelter Working Group, Regional Shelter and WASH working groups and any other relevant meeting as requested by the Project/Program Manager and/or Programme Coordinator.
General:
- Ensure that all activities undertaken on behalf of INTERSOS Lebanon, externally or internally, are in line with the overall aims of the organisation and with policies and procedures.
- Participate in training and other activities as requested
- Ensuring that INTERSOS’ reputation as a humanitarian response actor is enhanced in all representation / liaison activities.
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Minimum 7 years of relevant experience.
- Demonstrated ability to work within humanitarian context.
- Knowledge of the NGO operations and the dynamics of the humanitarian sector.
- A previous experience with INTERSOS is a plus.
- Previous experience managing UNHCR projects is an asset.
- Solid experience in assessments, surveying and reporting.
- MS proficiency (Word, Excel, Power point, & CAD, etc.).
- Driving license issued since more than 2 years.
