WROs’ Capacity Strengthening in WVL Project
Background

Oxfam in Lebanon, in partnership with four Women’s Right Organizations (WROs): SEEDS, Madanyat, ONDES, and Fe-male, is implementing a Canadian Embassy-funded project entitled “Women’s Voice and Leadership-WVL.” The project is implemented from March 2022 to March 2025 in Lebanon. It aims towards increasing the enjoyment of human rights by women and girls and the advancement of gender equality, through three main working streams: 1) Improved management, programming, and sustainability of local WROs particularly those representing vulnerable and marginalized women and girls, 2) enhanced delivery of quality services and advocacy by Women Rights Organisations (WROs) to advance gender equality and 3) Increased effectiveness of women's right platforms, networks and alliances to affect gender-sensitive policy change and policy implementation.
Oxfam will achieve these intermediate outcomes through increasing the WROs’ organizational capacities, by putting learned skills and knowledge into practice to improve their gender-just services and advocacy, and to influence policy changes aimed at advancing gender equality.
Under the WVL project, Oxfam generated a baseline study that reflects the organizational capacities of the four WROs pre-selected by Oxfam to engage with the project. Six capacity domains were assessed, including fundraising. Based on the priorities that emerged from the capacity assessment, fundraising was a topic of interest that the four WROs wanted further support on. The focus on capacity building in fundraising aims to empower the WROs to mobilise resources, explore new funding channels, and sustain their work.
Purpose and objectives
Oxfam is seeking to hire a consultant/consultancy firm to support each of the WROs in their resource mobilisation and fundraising strategy and tools, including identifying potential funding sources and opportunities. Based on the needs assessment study and analysis, the fundraising strategy needs to extend beyond proposal writing, and more into pitching to various donors, analysing the capacities of the WROs (SWOT analysis), and strengthening relationships with foundations, the private sector, and international organizations, as well as exploring new funding opportunities.
Methodological approach
- Overall, the methodological approach used by the consultant/firm should be guided by Oxfam’s principles and values.
- The most suitable methodological approach will be co-created collaboratively with the four WROs targeted as part of the project.
- The approach should be participatory and interactive, actively engaging with the partners/ WROs.
- The approach should emphasize on the need to explore diversified and sustainable funding sources.
key deliverables
1. Map donors including foundations and the private sector whose policies promote gender equality and align with Oxfam and its partner's feminist policies on national, regional, and global levels.
2. Identify donors' thematic focus and their relevance to gender equality and the WROs’ strategic objectives.
3. Working on a SWOT analysis and a power mapping exercise with each WRO.
4. In consultation with the WROs, identify the main priorities and specific goals for the fundraising given the current situation of WROs, in which they are facing a shrinking of funding opportunities, and targeted donors. In essence, it remains crucial that the partner WROs are supported in determining their funding target for the next couple of
years, the priority donors, how are they going to measure progress against targets, etc.
5. Support WROs in developing communication materials for fundraising purposes to enhance their visibility and engagement with donor organizations.
6. Identify and prioritise at least three fundraising efforts and opportunities with three donors.
7. Organize one donor coordination/pitching meeting with the consultation of the Oxfam team and WROs. Support WROs in preparing specific pitches and providing guidance when they meet with donors.

Expected Outputs
1- A one-day training on fundraising to the four WROs in which they are familiarized with key concepts, available fundraising methods, and best practices in the field.
2- 1-2 capacity strengthening workshops/working groups and 1-2 coaching sessions per WRO (The final number of sessions will be agreed together with the WROs).
3- A mapping of existing donors that might be interested in the work of the four WROs.
4- Pitching materials to specific donors according to the donor mapping findings.
5- A donors’ meeting that gathers WROs, Oxfam, and a number of donor organizations.
Qualifications of the consultants/consultancy firm
✓ Demonstrated expertise for more than 5 years in the context of MENA regions and civil society work.
✓ Experience in resource mobilisation and donors mapping.
✓ Facilitation and co-creation skills.
✓ Proven experience in fundraising in terms of theory and practice.
✓ Ability to communicate with different organizations and facilitate meetings with different actors.
✓ Familiarity with Oxfam’s work or other international NGOs will be an advantage.
✓ Fluency in spoken and written English and Arabic.
Management of the assignment
The administration of this assignment will be managed by Oxfam. The tasks and deliverables of the consultant will be coordinated with the focal points at the partner WROs’ level and reported to WVL’s project manager for internal review and quality assurance.
