Cooperatives’ Fixed Assets Advisory
Project Overview
The Cooperative Development Activity 4 (CD4) program aims to improve cooperatives in Lebanon to better meet the growing needs of their members. The CD4 program is funded by the United States Agency for International Development (USAID) and implemented by Venture37. Venture37 has designed the CD4 project to address system constraints and grow burgeoning opportunity areas, while leveraging the progress we and other private and public change agents have already made in Lebanon to drive continued cooperative development. Through CD4, Venture37 applies institutional learning and tools to advance cooperatives, so they are better able to meet the evolving needs of their members. The goal of CD4 is to advance cooperatives in Lebanon by 1) improving the cooperative enabling environment through capacity building; and 2) improving cooperative business performance by providing technical assistance (TA) to primary cooperatives directly and through implementing partners. Supporting both of these results, CD4 is working to 3) improve development community support for cooperatives by conducting research on locally-defined learning agenda questions and disseminating learning through local and global channels to improve implementation of CD4 and other cooperative development programs. All CD4 activities have a focus on engaging women and youth in the cooperative development process.
From March 2024 through June 2024, an external Fixed Asset Advisor will be hired to conduct an assessment on the operational status of the cooperative assets, coach members on the appropriate usage of the available equipment and execute maintenance for the needed assets. The main objective of this assessment is to improve the know-how and transfer the knowledge needed to the cooperative members to be able to run the equipment efficiently and have well maintained set of equipment.
Key Activities
- Assess the operational status of the cooperatives’ fixed assets and the know-how level of the members in effectively using the equipment
- Identify the maintenance needed for the available fixed assets (if needed), its related estimate cost, and potential service providers
- Submit the assessment report, including the proposed intervention plan
- Develop the needed regular maintenance and operational guides for the cooperatives’ key assets
- Coach cooperatives on how to effectively use and maintain the equipment
- Upon submission and approval of the quotes, recruit service provider/s to execute the maintenance needed for the equipment (a budget will be allocated for the maintenance tasks)
- Monitor the maintenance execution by the selected service provider/s
- Submit a final report including key deliverables achieved.
- Expected visits to each cooperative: 3 – 4 visits
Milestone Description and required deliverables
1. Brief report summarizing the outcomes of the preliminary assessments done and the proposed intervention plan.
2. Final report covering the implementation period from March till May 2024 including as annexes:
- Developed maintenance and operational guides.
- Attendance sheets and pictures of the delivered coaching sessions
- Signed acknowledgment of satisfactory maintenance execution
- Cooperatives’ acknowledgment of receipt of the maintenance services
Requirements:
- +7 years of experience in operation and maintenance of food processing equipment and assets
- Experience in capacity building for food processing businesses
- Good network of equipment suppliers in Lebanon
- Experience in the development programs led by NGOs in Lebanon “desirable”
- Satisfactory capacity and flexibility to support the targeted cooperatives (up to 12 cooperatives).
