Job Purpose:

S/he will work on the contribution to the general hygiene and health of the target beneficiaries in shelter units at residential, non-residential level and in collective site, as well as in informal settlements.

Community Mobilization Assistant shall supervise project activities related to health education, community mobilization and skills training. He/she will provide technical guidance and conduct skills training to project beneficiaries residing in residential and non-residential settings, through the planning, assessment and implementation of the stated activities. He/she will coordinate closely with the WASH and Shelter teams in general, as well as counterparts in the relevant Donor/Government

Main duties & Responsibilities:

Programme Implementation

 

  • Conduct regular KAP (Knowledge, Attitude and Behaviour) surveys in the locations to establish hygiene awareness and practice levels, impact of hygiene activities, and to determine gaps and fresh course of action
  •  Ensure data entry of KAP survey results, analyse data and prepare report for submission to the team leader
  •  Sensitize the community waterborne disease outbreaks
  •  Assess training needs of project beneficiaries on regular basis and develop suitable training plan
  •  Train project beneficiaries in community mobilization, hygiene promotion, health education, communication skills, leadership skills, KAP survey, etc.
  •  Prepare detailed annual implementation plan (AIP) and monthly activity plans for hygiene promotion activities in the area in line with Sector Annual AIP and in consultation with the team leader, and ensure timely implementation and regular participatory review.
  • Prepare daily, weekly updates and monthly progress reports of hygiene promotion activities to the team leaders in the prescribed format, bringing out essential outputs and challenges clearly.
  • Perform other relevant duties assigned by the team leader.
  •  Ensure the maintenance of an up to date computer database of all hygiene activities and operations in the area, including topics, beneficiaries details, session details, distribution details and stock management
  •  Participate to the planning of global events celebrations in coordination with the WASH and Shelter teams.
  • On the basis of the AIP and procurement plan, initiate requisitions for procurement of hygiene materials, tools, IEC materials, equipment in a timely manner.
  • Liaise with the logistics team and the warehouse officer to ensure that an up to date stock inventory is kept for hygiene promotion items.
  •  Creation of a resident committee if not yet existing in all identified collective shelters
  •  Provision of a series of trainings for them to understand their roles and responsibilities, and carry out their tasks
  • Support the committees in the identification of risks and rehabilitation needs in the common space with the Concern engineer
  •  Train resident committees on Hygiene related topics
  •  Follow up with the families after the service has been provided to identify additional needs
  • Participate to the management and tracking of the Shelter referrals through RAIS and in coordination with the other CWW departments.
  •  Provide documentation and information about all services in the area (including addresses and contact details) to beneficiaries after identification of service of each Municipality of intervention as well as nationwide.

Reporting and Information Management

  • Support on case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.).
  • Manage and track the Shelter Technical referrals through RAIS and in coordination with the other Concern department.
  • Provide documentation and information about all services in the area (including addresses and contact details) to beneficiaries after identification of service of each Municipality of intervention as well as nationwide.
  • Identification of beneficiaries requiring other services and full follow up of referral to other services, especially for beneficiaries residing in unoccupied and transitionary shelters.
  • Coordination with Concern Case Management team for identification of protection cases eligible for shelter assistance
  • Sharing of Concern Complaint Response Mechanism and contact details.
  • Follow up on incoming referrals to the shelter team including assessment and response.
  • Follow up on outgoing referrals from the Shelter team
  • Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
  • Ensure that collected project data and documents are properly stored, analyzed and backed-up.

Monitoring and Evaluation:

  • Work closely with the MEAL team on ,conducting high quality surveys this might include shelter assessments, site improvement assessments, common area assessments, baseline and endline assessments, post-distribution assessments and reports, etc.
  • Coordinate with the MEAL team on the referrals reporting with the support of the social team leader
  • Ensure proper follow up of beneficiaries after receipt of the services for additional support and referral

Representation and Coordination

  • Attend and represent the sector at Hygiene sub-sector specific coordination meetings at area level and provide feedback to the team leader.
  • Coordinate the project activities with different stakeholders, including area based committees and municipalities
  • Work closely with Concern’s Shelter and Protection teams on the program implementation and on coordination

Other:

  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Country Director or the Shelter and Infrastructure Coordinator.

Person specification:

Essential

  • Education: Degree in Public Health, Environmental Health Science, Nursing or any related technical qualification
  • Experience: At least 2 years of experience in humanitarian organisation, especially in  hygiene promotion

  • Experience in working with vulnerable populations
