Shelter Coordinator

1. Role and Responsibilities:
The Shelter Coordinator is responsible for implementing the delegated Shelter project portfolio within Bekaa area and managing the day-to-day activities of Shelter related field staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Shelter Project Manager.
1. Generic Responsibilities:
- Adhere to NRC policies, guidance and procedures
- Contribute to Shelter Strategy development, project proposals drafting and development, and provide consistent input on needs and gaps
- Manage and implement delegated portfolio of the Shelter projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure program quality
- Oversee the provision of Program services to NRC beneficiaries in the relevant area according to programme strategy, project proposals and budgets
- Supervise the Shelter team, ensure their capacity building and transfer key skills;
- Ensure implementation of project cycle management activities according to NRC framework;
- Promote and share ideas for improvement and necessary changes in program activities
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the field Protection Coordinator
- Liaise and collaborate with relevant local authorities and key external stakeholders
2. Specific Responsibilities:
- Work closely with the staff members to set and monitor objectives and work plans to ensure activities are implemented in accordance with overall project objectives
- Oversee the delivery of agreed outputs and quality of the Shelter being implemented and take timely and considered decisions on how to respond to changing needs of beneficiaries in close liaison with the Shelter Program Manager
- Contribute to regular analysis on the internal and external coordination, the referral system at area level
- Ensure proper documentation and filing of Shelter related documents
- Propose, organize and implement assessments for assessing new areas of intervention and new modalities
- Represent NRC at relevant internal and external meetings as requested
- Manage the direct costs of the budget, including the preparation, monitoring and updating of the financial work plans, to ensure resources are managed effectively and efficiently as delegated by the Shelter Program Manager
- Ensure the database is updated with all shelter activities info and data (in all different stages)
- Prepare timely internal monthly reports and contribute to donor reporting and inter-agency reporting mechanisms on both area and national levels
- Support with activities involving consortium partners and other relevant consortia as requested
- Perform any other Shelter related tasks as assigned by the line manager
- Close coordination with ICLA and WASH colleagues for the proper implementation of the multisectoral projects
Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Shelter National Team
- NRC programs in Bekaa
- NRC Protection coordinator
- Consortium team
- NRC support unit (finance, logistics, administration and human resources)
- Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
- Monitoring and Evaluation team
2. Competencies:
1. Professional Competencies:
- Bachelor degree or equivalent in Civil Engineering or Architecture or other relevant engineering degree and/or minimum 4 years of relevant job experience in shelter and settlement programmes preferably within the humanitarian sector.
- Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
- Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
- Proven experience in coordinating activities and liaising with external actors
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- Proficiency in English and Arabic, both written and spoken
