JOB SUMMARY:  Provides oversight, support, and guidance to the field teams with regard to administrative and operational needs of the program.  Coordinates with the technical members of the central unit to plan and implement needs assessments and develop new proposals. Coordinates with external stakeholders and other departments.  Works closely with his central team on managing the program and monitoring/improving work processes.

MAIN TASKS AND RESPONSIBILITIES

Program Management
•    Coordinate with IMC project sites and Health Director in monitoring of the work plans ensuring that activities reflect the commitments IMC made to the donor and the community, to guide the implementation according to the designed work plan 
•    Providing technical support and problem-solving to their teams as well as feedback and guidance for achievement 
•    Work with the technical members of the central unit to develop concept notes and proposals. Same for needs assessments for designing new projects 
•    Coordinate with Pharmacy leadership team and Community Health leadership team to ensure all procurements address the needs identified at both the PHCC and Community Level 

Administrative & Financial Responsibilities 
•    Keep the Health Director up-to-date on all the administrative challenges and budgets of project being implemented  
•    Contribute to the drafting and revision of contracts for IMC-supported clinics and mobile medical units  
•    Work with Health field site management team and operational members of the central unit to monitor and project expenses for monthly pipeline meetings 
•    Provide recommendations and interventions to correct any identified deviations (compliance, financial, human resource) that impact budget adherence for PHC program 
•    Work with Health field site management team and local health partners on a national level on issues related to performance, contracts and payments 
•    Work with Health field site management team to ensure the health team is following IMC standard operational procedures for program implementation and reporting  
•    Coordinate with Pharmacy team and Community Health team to ensure procurement plans are accurate and updated  
•    Provide Orientation to new IMC staff with regard to the Health program 

Coordination and Representation
•    Coordinate with Health Director and Senior Management team on updates, challenges, and successes Represent IMC to UNHCR, WHO, UNICEF, other UN agencies, civil society organizations, and governmental authorities, as well as external visitors to IMC Lebanon, according to the request and guidance of the Health Director and Deputy Country Director 
•    Attend working group meetings and coordination meetings where requested according to the request and guidance of the Health Director and Deputy Country Director 

Capacity Building  
•    Collaborate with technical members of the central unit to plan and oversee training activities intended to improve quality of services. Work with the relevant operational members of the central unit and health area managers to: 
•    Identify training needs for all supported facilities and other needs 
•    Maintain an up-to-date and fit-for-purpose Health Information System at supported PHCCs   
•    Plan and budget all capacity building initiatives 
•    Develops plan for roll out & training of standards & protocols   
•    Organize and Coordinates training sessions in accordance with field teams, program assistant and logistics staff 
•    Trainings shall include IMC staff as well as PHC staff 
•    Liaise with MOPH, Universities, NGOs and other partners to plan and implement effective trainings  

General  
•    Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs

Job Requirements

MINIMUM QUALIFICATIONS

•    Typically, a Bachelor’s degree in Bachelor’s in Nursing, Pharmacy, Medical Doctor or other Health related field. Equivalent combination of relevant education and experience may be substituted as appropriate.
•    Typically, 8+ years of relevant and progressive experience working in related, including 5+ years of satisfactory working experience in a management or coordination role within a health delivery and/or public health organization.
•    Excellent communication skills

•    Flexible and creative  
•    Strong commitment to work 
•    Able to work under stress

Desirable
•    A Master’s in Public Health or Healthcare Management  or Diploma in Project Management and/or Leadership 
•    Experience in a management in a humanitarian organization implementing health projects 
•    Experience with delivery of health services to vulnerable groups 
•    Core knowledge of public health principles and techniques 
•    Experience working in refugee response, particularly the Syrian Crisis 
•    Working knowledge of the policies and protocols Ministry of Public Health in Lebanon 
•    Advanced reporting skills, both qualitative and quantitative  
•    Advanced Microsoft excel skills 
•    Advanced writing skills (develop SOPs) 
•    Budget management and data analysis skills
