Background

Under Amel’s crisis response program and in coordination with the education program team, the M&E officer will be responsible for establishing a comprehensive monitoring and evaluation framework for the education program, ensuring its smooth implementation collaborating closely with multiple team members. 

The Amel’s Education program implements several Non-Formal Education projects,  including various activities (Retention Support, BLN, protection activities, etc.) which aim at ensuring the access to quality learning opportunities to the most vulnerable children in different regions in Lebanon (Beirut Mount Lebanon, Bekaa, South). 

The M&E officer will work under the supervision of the Education coordinator, in close collaboration with the education department and other relevant colleagues from support and other sectors.  The M&E officer will be based in Beirut with regular field visits to the project's sites. 

 

Responsibility #1: Internal and External coordination 

  • Participate in Amel’s weekly team meetings: share relevant updates, identify linkages with other projects/sectors, contribute actively to the internal coordination;
  • Participate in the regular meetings with the Education Department: contribute to the design of the program’s strategy, putting action points as per the prioritization plan; 
  • Monitor contextual updates and engage in relevant coordination/information-sharing meetings as required to inform the Amel’s Education Programs’ strategy;
  • Collaborate closely with the Amel’s partners and participate in external meetings if needed;
  • Participate in other required internal meetings. 

Responsibility #2: M&E procedures 

  • In close collaboration with the Education Department, the M&E officer will develop a Monitoring & Evaluation system for the Education Program that will ensure tracking of the program’s results at different level (output, outcomes, impact);
  • Elaborate Standards of Procedure (SoPs) and guidelines for the implementation of the M&E system and update when needed;
  • Create M&E plans for the ongoing education projects following the logical frameworks;
  • Create dashboards to ensure that updated and accurate projects’ results (data analysis) are accessible to the education team members;
  • Contribute in the projects’ design ensuring that the logical frameworks will follow the M&E system.

Responsibility #3: Monitoring 

  • Ensure that the field teams have  a clear understanding of the M&E plans’ objectives, processes and tools;
  • Assist on the technical level the field teams in the data collection (capacity-building);
  • Conduct field visits and team meetings when necessary to ensure the smooth cohesion of data collected on the field under each project; 
  • Make sure that the dashboards are updated with accurate data on a regular basis.

Responsibility #4: Evaluation

  • Develop tools and procedures to collect the beneficiaries’ feedbacks with qualitative and quantitative assessments (questionnaires, FGDs templates, baseline / endline survey, sampling method, etc. ) in close collaboration with the coordinators;
  • Provide technical assistance in the feedback collection if needed;
  • Generate evaluation report from the qualitative and quantitative assessments;
  • Collaborate closely with the projects’ teams to ensure  that the feedback informs projects’ adaptation and re-design (lessons’ learnt and capitalization).

The M&E officer may assist in additional tasks and carry other responsibilities which are not mentioned above, depending on the needs of the education program. 

Requirements:

  • University degree in management information system, computer science, education or a relevant field
  • A minimum of 2-3 years working experience in Monitoring and Evaluation 
  • Strong knowledge on the Lebanese Education system and the Non-Formal Education regulations
  • Good knowledge of core principles of Children Rights, Do No Harm, as well as Education in Emergencies minimum standards
  • Strong communication skills and ability to work in collaboration with multiple stakeholders and staff members 
  • Fluent in English and Arabic (oral and written)
  • Sharing of key humanitarian values with cross-cultural sensitivity
