ACCOUNTABILITI

Key relationships:

Country Directors and Country Representatives, HQ & Country Office Programs staff, Fundraising, Media & Communications staff.

General objective of the position:
The Senior Grants and Business Development Manager, located within the SAMS Regional Office, is responsible for the strategic expansion of SAMS’ donor base by cultivating relationships with new and existing donors and partners. The primary focus of this role will be to obtain cash and in-kind support from new donors, with emphasis on institutional donors, philanthropic foundations, and the private sector.  When requested, the Senior Grants and Business Development Manager will also provide support in proposal development and management of grants within the regional portfolio – i.e. grants that involve multiple country offices.

 Main tasks and responsibilities:

Business Development: Donor Cultivation and Stewardship

  • Advise country offices in the development of program and resource mobilization strategies, in coordination with HQ
  • Conduct routine, systematic mapping of donors that align with SAMS’ mission and vision, in coordination with HQ and country offices
  • Build and maintain: 1) a relationship database of cash and GIK donors; and 2) calendar of funding opportunities
  • Identify, research, and disseminate information on new cash and GIK donor funding opportunities to HQ and country offices
  • Maintain up-to-date knowledge of donor regulations and disseminate information to HQ and country offices
  • Contribute to the go/no-go decision-making process for new funding opportunities
  • Identify networking events and other opportunities to cultivate new relationships and raise visibility of SAMS among potential donors and partners
  • Develop and deliver innovative tools to present SAMS’ work to new donors, in coordination and consultation with Programs and Communications colleagues at HQ and country offices
  • Represent SAMS at bilateral meetings and networking events with new and existing donors and partners
  • Support partner selection and vetting, making sure that the process is transparent and well-documented, in compliance with the Grants Management Manual
  • Support country offices in development of engaging reporting to new and existing donors
  • Coordinate closely with country office and HQ Programs and Operations teams, to ensure comprehensive tracking and reporting of GIK contributions
  • Deliver trainings for country office staff in effective donor mapping, proposal writing, donor reporting, presentation delivery, etc.

Proposal Development

  • Lead development of engaging, cost-effective, and compliant concept notes and grant proposals for philanthropic foundations and private sector donors
  • Review, summarize, and disseminate key components of donor calls for concept notes/proposals
  • Upon request, provide surge support country offices and HQ in development and review of engaging, cost-effective, and compliant concept notes and grant proposals for major institutional donors (USAID, ECHO, FCDO, etc.) and UN agencies
  • Ensure that all proposals are reviewed by finance, grants, and technical specialist prior to donor submission

Grant Management – Regional Portfolio

  • Coordinate new multi-office grant-funded program start-up (kickoff meeting, compliance tracker, etc.) in coordination with Programs and Operations colleagues in country offices and HQ, ensuring that country offices have all of the necessary knowledge and tools required to manage programs, in compliance with donor regulations
  • Monitor progress in grant implementation through monthly and quarterly review of internal project management tools – indicator tracking tables, financial pipelines, M&E reporting, work plans, compliance trackers, etc.
  • Liaise with existing donors of grants, providing them regular updates on project progress
  • Coordinate review and submission of required donor narrative reporting, with country offices and HQ Programs
  • Coordinate review and submission of donor financial and inventory reports, with country offices and HQ Programs/Finance
  • Ensure close-out checklists are completed and filed for each grant within regional portfolio
  • Support country offices in management and monitoring of sub-award recipients
  • Support HQ and country offices in preparation for internal/external audits
  • Maintain complete and accurate files and records on Grants Management System for all active, closed grants, and proposals within regional office portfolio
  • Promote compliance with Grants Management Manual and support country offices to strengthen internal controls and risk mitigation mechanisms related to grant management, safeguarding, HR, finance, security and procurement
  • Provide backstopping support in Grants and Partnerships, travelling to country offices in the region for brief periods, when requested.
  • Perform other duties as assigned.

This role requires up to 30 percent travel, primarily within the Middle East region.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • University degree in any related field.
  • a Master degree is an added advantage
  • 8 years of experience in non-profit grant management and new business development, including donor relations and networking, proposal development, grant management, and reporting.

Languages

  • Fluent written and spoken in Arabic
  • Fluent written and spoken in English

Competencies:

  • Excellent verbal and written communication skills, with experience in developing and delivering engaging pitches, presentations, and proposals to donors
  • Strong networking ability
  • Motivated, resourceful, and creative thinker
  • Extensive knowledge of private and institutional donors and their regulations
  • Strong organizational, analytical, and administrative skills
  • Proven effectiveness in building capacity and working in cross-cultural settings.
