DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

The Danish Refugee Council (DRC)-led LINKED Consortium – Linking Vulnerable Populations and Inclusive Market Networks to Advance Sustainable Economic Development in Lebanon – is a programme funded by the European Union (formerly MADAD) on sustainable and inclusive economic development in Lebanon, comprising DRC, Oxfam, Mercy Corps and Al Majmoua. The LINKED consortium and other EU -funded programmes on livelihoods and social stability have joined forces in the Economic Development Policy Unit (EDPU) launched in 2021 and hosted by Oxfam to collectively influence the policy making and donor funding process for Lebanon through policy coordination and joint evidence derived from EU-funded projects.

Purpose of the Consultancy:

DRC is seeking to appoint a highly qualified (firm or individual certified civil structure engineer able to produce official stamped reports) who will be inspecting the structure of 9 buildings DRC are renting for operation of living condition, covering the following areas: 5 buildings in Beirut AchrafIeh area, 2 in Tripoli, 1 in Akkar and 1 in Beqaa Zahle

The Inspection shall focus on the following:

Option 1: Visual inspection for the buildings focusing on the structural foundations and bases of these buildings mainly but specified to the following :(columns, beams, walls, ceilings and main foundations if applicable) in addition to recordings of seen or apparent shear cracks due to earthquake or settlements or any other natural or unnatural cause

 

Option 2: in addition to the visual inspection DRC might request to have a detailed analysis in case available, DRC will provide drawings and building documents in order for the consultant/engineer may assess accordingly (further analysis may be required using analysis systems, Robot modelling for example)

 

Outcome requested:

  • A full official report with pictures and site seeing should be done for every site where this report should state the case of the building and reasons for damage in case any in addition to recommendations in case needed repairs or mitigation measures/ in addition to safety recommendation of the structure 
  • In case needed or required as essential the consultant shall inform DRC of the need to conduct complex analysis (coring, shear tests, load tests done at a certified Laboratories)
