For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
  • Copy of the CV;
  • List of previous clients for similar jobs;
  • Copy of newly issued judgmental record for nationals;
  • Copy of ID or passport

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE 
  • Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.

Amongst CARE International’s key imperatives in our mission is putting people it serves first through implementing cutting edge programming in areas it operates. CARE International in Lebanon (CIL), has been mainly responding to the Syria crisis, but now shifting to a new strategic direction. At this stage it is of the utmost importance that we start exploring more effective business models, but also organizational structures that would support our programmatic operations to deliver services to those in need.

CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2013 to support Syrian refugees that were displaced in Lebanon from crisis. Over the course of 7 years, it has supported over half a million beneficiaries by providing protection, livelihoods, and through humanitarian programming such as shelter, WASH, and the distribution of food and non-food items.

Currently, CARE International presence is consolidated in the North, and Mount Lebanon. We also have a smaller presence in Tyre, South Lebanon as part of the WASH EC funded Consortium. The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Economic Empowerment and Humanitarian Response.

CARE Lebanon has scaled up rapidly over the past few years and today it has just about 70 staff members, with about 15 different local/international organization partners. 90% of the team is composed of national staff with a symbolic number of international members.

Objectives:

CARE International in Lebanon (CIL) is seeking a consultant to support groups from the community on producing creative ideas to share PSEA Key messages which will be presented during community activities/events.

Deliverables & Timeline:

  • Meet with the CIL focal point to discuss the assignment deliverables.
  • Support in brainstorming with each group on the materials to be produced (posters, drawings, role play, etc.)
  • Make any needed changes on the materials and finalize its preparation to be presented.
  • Support along side the CIL focal point on the preparation for the community activities.

Timeline:

Up to two days with each group (the consultant is expected to finalize the deliverables with at least one group per week)

From March 20, 2023, until May 31, 2023.

Consultant Profile

  • At least   3-5  years of relevant experience, especially at NGOs, focused on working with community members in producing creative art materials.
  • Bachelor’s degree in one or several of the following areas: creative arts, theater arts, fine arts, communication, social work, or any relevant field.

Competencies

  • Comprehensive understanding of the humanitarian/development sector and emergency response in Lebanon
  • Demonstrable experience on producing communication materials especially covering protection related topics (PSEA, GBV,…)
  • Preferable knowledge on the PSEA and related topics.
  • Experience in working with diverse community members from different nationalities and areas.
  • Languages: English and Arabic, essential.
  • Creative approach to problem solving is central to the job.
  • Flexibility to adapt plans to a changing environment.
  • Adherence to humanitarian principles and standards.
