HR Administration

Responsible for ensuring the presence of updated HR databases, personnel files, reports, operating procedures and manuals in alignment with internal regulations, guidelines and donors’ requirements; while highlighting any gaps in the administrative/operational process to implement corrective measures accordingly. 

Team Supervision

Supervise, follow up on and train newly hired HR Officers/Assistants or entry level employees at the HR department to ensure that they are provided with adequate guidance and knowledge regarding the HR Policies, Systems and Procedures. The Job holder is expected to follow up on the productivity and the quality of the tasks implemented by the HR Officers and Assistants.  

Recruitment & Staffing

Closely supervise and audit the recruitment process from identifying recruitment needs till the hire date which should be conducted effectively and in compliance with RI’s policies. The recruitment steps include but are not limited to: posting, CV shortlisting, interview scheduling, conducting interviews, reference checks, terrorist checks, preparing offers, pre-employment documents, and induction; Act as the liaison between RI and the applicants while ensuring an effective flow of information.

Orientation & On-boarding

Closely supervise the Orientation and the Onboarding process for new joiners (direct and indirect staff) to ensure that the process is well-organized and prepared for by all departments involved; ensure system set-up for all new joiners before hire and during the first weeks of employment.

Payroll

In close coordination with the Country HR Manager, supervise the preparation of the manual payroll and the implementation of the various steps before submission to Finance; ensure that the personnel decisions with any monetary effect on the Payroll are updated and implemented on time and supported by adequate documentation.

Employee Relations

  • Highlight to the Country HR Manager any behavior, complaint or incident which is considered not in accordance with RI’s Code of Conduct, Policies and Procedures to take corrective actions or disciplinary measures accordingly.
  • Closely follow up and ensure that the administrative steps and needed documentation regarding the new contracts, contract extensions, staff transfers, promotions and any other change in the personnel status are done on a timely manner.
  • Assist the Country HR Manager in conducting Employee Relations meetings; Act as a point of contact and reference for employees regarding any queries or clarifications and provide needed HR services to internal parties in alignment with HR policies and guidelines.
  • Assist the Country HR Manager in the process of communicating, rolling out and orienting staff regarding HR policies and procedures.

Performance Evaluations

  • Prepare and closely follow up on the performance evaluations reports which should present the status of the performance evaluations at the country office; and highlight to the Country HR Manager any major delays.
  • Act as the focal point for training new joiners on the Performance Evaluation System and providing refresher training sessions.
  • The job holder should also provide ongoing support to the users including responding to various inquiries raised by different employees, clarifying the appraisal forms, methodology and report any technical related issues.

Miscellaneous Tasks

  • Support the Country HR Manager with processes related to the Ministry of Labor or Lebanese General Security regarding work visas, residencies and work permits when required.
  • Provide active support in internal and external audits.
  • Report risk areas to the Country HR Manager to identify corrective measures accordingly.
  • Provide support in the process of writing standard operating procedures (SoPs).
