Quality Officer

Main objective:                   The Quality Officer will be in charge of monitoring the quality initiatives in MdM area of intervention (Beqaa and Tripoli). S/He/they will coordinate with colleagues at Médecins du Monde and supported primary health care centers to identify gaps and develop improvement plans in the supported facilities and services. The Quality Officer plays a key role in supporting the health facilities to achieve quality targets according to guidelines and protocols informed by Ministry of Public Health (MOPH) and WHO.

• Perform regular quality supervisory visits to supported facilities for assessment, monitoring, and guidance.
• Technically assist on range of quality assurance tasks including development of SOP’s, ensuring guidelines are in place, audits, completion of checklists and others.
• Identify gaps in health services at supported facilities based on MOPH and MdM standards.
• Conduct needs assessments and participatory assessments to identify additional gaps and areas of improvement.
• Identify priorities and support in development and implementation of quality improvement plans in collaboration with the health facilities, the field staff and MdM technical team.
• Offer technical support and mentoring to achieve quality improvement.
• In liaison with the Medical Coordinator, propose the implementation of medical protocols, following national ones.
• In close collaboration with HMO, make sure that the supported PHCC environment/premises, including waste management, infection prevention control and triage standards are measured across PHCC and performance is achieved.
• Identify training needs of medical staff and support the development of training material and delivery of these training.
• Track, analyze and report performance of the supported facilities towards meeting a set of quality improvement indicators of the project.
• Monitor consultations on a quarterly basis.
• Collect data, indicators, surveys and assessments according to the mission’s needs, as requested by the Medical Coordinator.
• Provide monthly activity progress report and contribute to relevant reports as requested by the supervisor Contribute to adequate archiving and dissemination of lessons learned.
• Report immediately any suspected fraud or PSEA to MDM.
• Perform any other duties as requested.

Reporting

• Work with the field team to ensure regular collection of the quality program data and documentation as per grant and reporting requirements.
• Submit regular qualitative reports on the quality updates within the respective area.
• Maintain detailed records on quality assessments, indicators, performance and trends.
• Prepare statistics on quality.

This job description can be modified at any time according to changes in MDM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.

• Experience with auditing and monitoring of health service delivery and quality initiatives is required.
• Experience working with an NGO is preferable, having a similar role.
• Masters in Public Health, Nursing BS.
• Fluent command of written and spoken Arabic and English.
• Core knowledge of public health principles and techniques.
• Working knowledge of the Ministry of Public Health in Lebanon policies and protocols.
• Excellent communication skills.
